I think, Trump threatened (blackmailed) the #FBI with the lawsuit re the "bullet vs shrapnel, etc." dispute. Trump was mad at this attempt, as he saw it, to deprive him of the "war hero" status. And he would win, because that's how it looks like: "the bullet", the perfect "proximal cause", from the legal point of view.
Much more than that: such a lawsuit would reveal the depth of the popular discontent with the FBI, it would essentially kill the Agency, as Trump promised. The vote for Trump would become the vote against the FBI.
That is why they backed off, gently, and maybe wisely.
However, this is not the end of this discussion, it just started; Harris will pick it up and throw it in Trump's face.
Essentially, it will come down to: "Trump is no "war hero", he is a fraud". And if the Trump Rally Shooting Investigation convincingly shows that he is indeed a fraud (e.g. that he self-inflicted or faked the wound origin), then Trump will be done, smoking nicely like a toast, once and forever.
For the objective investigation, this subject: the nature and the origin of Trump's wound, remains legitimate and active, and this question remains open: What was it, that hit Trump's right ear?
Do not judge the book by its cover.
Do not make the diagnosis on the basis of "something" that looks like "nothing", covered by one strip of band aide.
Most of the time, things are not how they look on a surface, and in the counterintelligence situations this masking, deception, and disguise are done by the high masters, and with much art.
Be it all as it may, the FBI should present to the public its reasoning, thinking, arguments, etc., etc. for this unexpected and sudden "change of hearts".
