I think, it is very likely that the Russian Mob is behind them, giving them assignments and sponsoring them through the intermediaries, so the gang itself might not even know this.  In turn, the Russian Intelligence may be the ultimate directing force behind the Mob.  This potential lead may be helpful in further investigations.  M.N.  hoolies gang

The Shame And Insanity   of the " COINTELPRO ", very likely imposed on the FBI practices by the Gestapo, Abwehr, KGB, and GRU for the purposes of subversion, sowing divisions, radicalizations, and manipulations, and very likely used by them to suffocate and to destroy America that they hate and hated, and her Liberties, which they feared and hated even more.  Among the more recent parties obsessed  with this interference, as strange and incongruent as it sounds, was Israel:  "In fact, the VULGAR BETRAYAL investigation may have been improperly influenced by information provided by the government of Israel, according to a Feb. 19, 1998 heavily redacted, previously SECRET level FBI memo reviewed by the author."  We learn from this
