"Hoolie": this is a specific, rude street slang expression in Russian: A hooley: "Why not?", etc: а хули 

The point appears to be that it is not random, sporadic, individual activity, but the organized group (or gang) activity. I think, it is very likely that the Russian Mob is behind them, giving them assignments and sponsoring them through the intermediaries, so the gang itself might not even know this. 
In turn, the Russian Intelligence may be the ultimate directing force behind the Mob. 
This potential lead may be helpful in further investigations.
