It appears to be their style, as in Ukraine, Syria, etc. The timing to the events around Putin was also noted. This Hypothesis has to be carefully investigated, and its significance and possible implications should be clear to all the players.  "Collective Punishment" is not the solution. The punishment should be directed at the individuals on all levels who are directly involved and who are responsible for these crimes, as determined by the proper investigations.
