My Opinion: The South Caucasus Federation: The International Peace Conference in Baku should be the appropriate setting for the signing of Peace Agreement between Armenia and Azerbaijan, including the present government of Nagorno-Karabakh. And, with the addition of Georgia and her former autonomous republics of Abkhazia and South Ossetia, the preliminary Agreement on establishment of the South Caucasus Federation should be adopted. International Participants should include Russia, EU, USA, Turkey, and Iran, all of whom will serve as the guarantors of the peace and stability in this and the neighboring areas.
