My Opinion: Belousov remains an enigma, and his appointment - still somewhat of a puzzle. It looks like he is more than MOD, and he was appointed to the role of the Anti-corruption Czar of all Russia. Putin's current term is most likely the last one, it is the period of transition and cementing his legacy. Belousov looks like his likely replacement, supported by the elites and most importantly by the FSB, which provides the unprecedented informational support to him on YouTube. If Belousov eventually becomes the Prime Minister, he will be the first in line to step to the throne, according to the written Russian Constitution.
