U.S. Seeks 17-Year Sentence For Former Green Beret Who Pleaded Guilty To Spying For Russia

U.S. prosecutors said they were seeking a 17-year prison sentence for a former U.S. Army Green Beret who pleaded guilty last year to years of providing classified information to a Russian military intelligence agent.

The filing on May 7 in U.S. federal court in Virginia follows Peter Debbinss guilty plea last November to a federal Espionage Act charge.

According to the court filing, Debbins, 46, had a 15-year relationship with Russian intelligence dating back to 1996 when he was an exchange student from the University of Minnesota and on a visit to Russia for an independent study program gave an alleged Russian handler the names of four Roman Catholic nuns he had visited in Russia.

Two years prior, according to U.S. prosecutors, Debbins, whose mother was born in the Soviet Union, traveled to Russia for the first time and met his current wife in the central city of Chelyabinsk. Debbinss father-in-law was a colonel in the Russian air force.

Debbins told Russian intelligence he considered himself a son of Russia, and thought that the United States was too dominant in the world and needed to be cut down to size, according to the indictment filed last year.

Court filings show that Debbins joined the U.S. Army as an active duty officer in 1998 and served through 2005, the last two years as a Special Forces officer.

While on assignment in Azerbaijan, he was discharged and lost his security clearance after violating protocols. That included bringing his wife with him to Azerbaijan and allowing her to use a government-issued cell phone, according to the court filing.

After being discharged from the military, he worked as a civilian for U.S. military contractors, in some cases in counterintelligence, including work as a Russian linguist.

The original charging indictment alleged that he provided information and names of his fellow Special Forces members while he was on assignment in Azerbaijan and Georgia.

According to his guilty plea, Debbins admitted that the Russian agents used the information he provided to evaluate whether other Special Forces officers could be persuaded to cooperate with Russia.

It wasnt immediately clear when Debbins will be sentenced.

U.S. Seeks 17-Year Sentence For Former Green Beret Who Pleaded Guilty To Spying For Russia

U.S. prosecutors said they were seeking a 17-year prison sentence for a former U.S. Army Green Beret who pleaded guilty last year to years of providing classified information to a Russian military intelligence agent.

The filing on May 7 in U.S. federal court in Virginia follows Peter Debbinss guilty plea last November to a federal Espionage Act charge.

According to the court filing, Debbins, 46, had a 15-year relationship with Russian intelligence dating back to 1996 when he was an exchange student from the University of Minnesota and on a visit to Russia for an independent study program gave an alleged Russian handler the names of four Roman Catholic nuns he had visited in Russia.

Two years prior, according to U.S. prosecutors, Debbins, whose mother was born in the Soviet Union, traveled to Russia for the first time and met his current wife in the central city of Chelyabinsk. Debbinss father-in-law was a colonel in the Russian air force.

Debbins told Russian intelligence he considered himself a son of Russia, and thought that the United States was too dominant in the world and needed to be cut down to size, according to the indictment filed last year.

Court filings show that Debbins joined the U.S. Army as an active duty officer in 1998 and served through 2005, the last two years as a Special Forces officer.

While on assignment in Azerbaijan, he was discharged and lost his security clearance after violating protocols. That included bringing his wife with him to Azerbaijan and allowing her to use a government-issued cell phone, according to the court filing.

After being discharged from the military, he worked as a civilian for U.S. military contractors, in some cases in counterintelligence, including work as a Russian linguist.

The original charging indictment alleged that he provided information and names of his fellow Special Forces members while he was on assignment in Azerbaijan and Georgia.

According to his guilty plea, Debbins admitted that the Russian agents used the information he provided to evaluate whether other Special Forces officers could be persuaded to cooperate with Russia.

It wasnt immediately clear when Debbins will be sentenced.

House Republicans Demand Answers from FBI on FISA Abuse

House Republicans have called on FBI Director Christopher Wray to provide a detailed accounting of every instance since 2019 that the agency has used warrantless surveillance authority to obtain information unrelated to national security, while accusing the FBI of illegal spying activities.

Reps. Jim Jordan (R-Ohio) and Andy Biggs (R-Ariz.), in a joint letter to Wray, cited a 67-page opinion from the Foreign Intelligence Surveillance Court (FISC), which they said shows the FBI has been seriously and systematically abusing its warrantless electronic surveillance authority by overstepping the limitations under section 702 of the Foreign Intelligence Surveillance Act (FISA).

Section 702 allows the attorney general and the director of national intelligence to jointly authorize warrantless surveillance of non-U.S. citizens residing outside the United States, subject to certain constraints. These include requiring investigators to adopt targeting procedures to make sure the information obtained under Section 702 warrantless surveillance is indeed limited to noncitizens and to prevent the intentional acquisition of communications within the United States.

Section 702 also requires a FISA court order for a review of query results in criminal investigations that arent related to national security.

The FISC opinion, however, indicates that the FBI has used Section 702 authority to obtain information on Americans, including subjecting victims of a crime to the background search.

In one example cited by the courts presiding judge, James Boasberg, an FBI task force officer conducted 69 queries that werent in line with the agencys internal rules on how to conduct the searches.

The Court continues to be concerned about FBI querying practices involving U.S.-person query terms, including (1) application of the substantive standard for conducting queries; (2) queries that are designed to retrieve evidence of crime that is not foreign-intelligence information; and (3) recordkeeping and documentation requirements, Boasberg wrote.

The government also self-reported numerous incidents in which queries involving Americans were designed to return evidence of a crime completely unrelated to foreign intelligence without getting an order from the court. The same issues were found the previous year, which suggests that similar violations likely have occurred across the Bureau.

Boasbergs overview of the FBIs use of FISA was written on Nov. 18, 2020, although it was just released to the public last week.

Jordan, ranking member on the House Judiciary Committee, and Biggs, ranking member of the Subcommittee on Crime, Terrorism, and Homeland Security, cited a number of examples from the court opinion and highlighted its conclusion that the Court is concerned about the apparent widespread violations.

The lawmakers also made reference to a Department of Justice Office of Inspector General (OIG) report that in 2019 reviewed warrant applications to spy on Carter Page, a former adviser to former President Donald Trump, and uncovered 17 significant errors or omissions.

The pair said in their letter that the FISC opinion only raises more questions about the FBIs respect for the constitutional and statutory parameters of the FISA law, and has serious implications for Americans civil liberties.

They called on Wray to explain why, a year after the OIG report, the court opinion found the FBI to still be abusing its warrantless surveillance authority.

The Republican lawmakers also demanded Wray give a detailed accounting of every time since the OIG reports release in December 2019 that the FBI has queried, accessed, otherwise used information obtained pursuant to Section 702 for purposes unrelated to national security.

They concluded by asking Wray to explain what steps the FBI has taken to ensure the agency doesnt overstep its Section 702 authority to probe American citizens.

An FBI spokesperson confirmed to The Epoch Times that Wray has received the letter, while a senior FBI official said the agency has taken numerous steps in the past 18 months to facilitate compliance with the Section 702 query procedures, including modifying multiple systems to better help staff meet relevant legal requirements.

The official said this includes additional documentation requirements to make sure personnel have thought about the querying standard and are able to justify why they think it has been met, mandating new guidance and training for all FBI staff with access to Section 702-sourced information, while cutting off untrained personnel from such information.

Most of the objectionable Section 702 query incidents referenced in the court opinion took place prior to implementation of the FBIs system changes and training, the official added, which is consistent with the court opinion.

The senior official added that, due to COVID-19, the FBI hasnt fully assessed the efficacy of those changes, but that the agency remains committed to getting this right.

The FBI is dedicated to full adherence with FISAs requirements and to keeping the American people safe from national security threats, the official said.

The allusions to the WW2 may also be present: The Operation Doomsday of the WW2. 

These allusions and references lift the veil (deliberately semitransparent) over the minds, mentality, and the backgrounds of the putative masterminds of these hypothetical intelligence operations. In my opinion, humble or not, they are the leaders and the functionaries of the New Abwehr, the hypothetical construct which I use in the attempts to analyze and to understand these phenomena. This point of view is supported by the the quite visible activization of the Extreme Rightist and the frankly Fascist political and social movements and groups. 

The twist in this concept is that after the WW2 the remnants of the Nazi Abwehr adopted the anti-Hitler and the anti-Nazi stance, outlooks, and “ideologies”, placing them in the Leftist camp. However, the New Abwehr stays high above all the transient political plays and frays, and it is concerned mostly with the German dominance in the World and the economic matters which are their tools in governing the World. 

This concept of mine may be right or wrong but it has to be considered and explored further, if we really want to get to the Truth.

            Staunton, April 24 Russia may be extending its control over the Black Sea at the very moment Moscow is being praised for pulling back its land forces from the Ukrainian border given that the Russian defense ministry has just confirmed that it has closed additional portions of the Black Sea.

            That decision, announced without much fanfare, appears in the most recent bulletin of the Administration for Navigation and Oceanography of the Russian Ministry of Defense (topwar.ru/182345-rossija-podtverdila-zakrytie-chasti-akvatorii-chernogo-morja-dlja-opredelennyh-sudov-i-korablej.html).

            According to its provisions, because of plans for exercises, Russia is closing three districts in the Black Sea from today through the end of October. Moscow had already made a similar declaration closing off the Sea of Azov to outside shipping, in clear violation of international law (windowoneurasia2.blogspot.com/2021/04/russia-violating-international-law-by.html).

            The Russian move in the Black Sea is even more in violation of international law because there are disputes over the status of the Sea of Azov, which Moscow argues is an internal body of water. But extending such claims to portions of the Black Sea is even more in violation of Law of the Sea and other international rules.

            Moreover, unless and until Moscow rescinds this announcement and pulls back its ships from any effort to enforce its provisions, there is a risk that the Russian military will retain the capacity to attack Ukraine from the sea even if it has pulled back from the Ukrainian border on land.

            At the very least, Russias publication of this announcement shows that the supposed end of a Russian threat to Ukraine has ended at least for the time being should be treated with extreme skepticism as indeed some experts have suggested. Nothing subverts Western response to Russias invasion of Ukraine as the oldest of all reality reversals a 1000 year history of Russia beginning in Kyiv, and Ukraine is a historic part of Russia.

Had Russia invaded Poland or the Baltic states, Western reaction would not have been as feckless - and not because of their NATO status. Ukraine is different.

During the 2012 U.S. presidential campaign, although candidate Mitt Romney identified Russia as Americas greatest geopolitical foe, even he then wrote in the Wall Street Journal of the legitimacy of Russias influence in Kyiv.

This breeds Western ambivalence that emboldens Putins war against the West.

Ukraine was never on Western radar for the same reason, despite being the fulcrum in both the formation and the fall of the USSR.

The U.S. State Department in 1948: Any long-term U.S. policy must be based on their [Russian] acceptance and their cooperation. The Ukrainian territory is as much a part of their national heritage as the Middle West is of ours.

Lancelot Lawton Ukraine Book

In 1935, English journalist Lancelot Lawton explained to the House of Commons: The deliberate policy of Russia was to avoid and discourage mention of Ukraine abroad. From the Middle Ages down to the eighteenth century Ukraine figured largely in European literature. But after the first half of the nineteenth century the West was made to forget that there was or had been such a nation. That so little has been heard of it is not surprising, for suppression of the Ukrainian nationality has been persistently accompanied by obliteration of the very word Ukraine, and concealment of the very existence of Ukrainians. It constitutes one of the major political deceptions of history.

That there were descendants of Kyivan Rus rulers in the Moscovite state is scarcely determinative.

They were also in Poland, Lithuania and elsewhere. For centuries, however, Russias precursors rejected any Kyivan legacy, in 1169 plundering and destroying Kyiv to an extent barely duplicated by the Golden Horde a hundred years later, with periodic devastations afterwards. For more than half a millennium Russia and Ukraine existed in separate political, social and cultural worlds. Pavel Sumarokov, a Russian traveler to Ukraine, wrote in 1803: "Here are different faces, different customs, different dress, and a different system; and I hear a different language. Is the frontier of the empire here? Are we entering another state?"

Seeking a respectable pedigree for its empire, Russia later changed course, rejecting centuries of rejection. A former colonial outpost now asserted a proprietary claim to the center. Although now Kyivan Rus birthed Russia, the latter claimed dominion over the former. First became last, as Ukraine became little Russia. Russias indebtedness to Ukraine was reversed, with Ukraine now the debtor.

After Lenins 1917 coup détat, émigré Russian academics transplanted the new imperial catechism to the West. Successive generations of Western savants absorbed to their innermost core the canonicity of Russias continuum from Kyivan Rus.

Harvard Universitys Edward Keenan was a rare exception who dissected the Kyiv heritage myth, writing that in Moscovy in sacred and secular buildings, in the naming and dedication of the churches, in the inscriptions and the chronicle account of the constructionthere [was] not so much as a hint or allusion to the Kievan legacyan astonishing and total absence of any reference to Kievan symbolism or nomenclaturesthe absence of reminiscences of Kiev. These people were not even thinking of Kiev. Another striking and unnoticed manifestation of this discontinuity or historical amnesia is to be found in the naming practices of Moscovite courtierswhat is astonishing against the background of received wisdom about this culture, is the absence of specifically Kievan names.

Keenan was not enough. Former US national security advisor and Secretary of State, Condoleezza Rice, a lauded Russia expert, wrote that for Russia losing Ukraine was like the U.S. losing the original 13 colonies.

Henry Kissinger in 2014 waved off Russias invasion: Ukraine is an integral part of Russia, in lockstep with Russia trumpeting the existence of Ukraine as a disorder of the mind.

Applying Russias 180-degree somersault of historical sequencing to other contexts: Romania was part of the Roman Empire (adopting its name as Russia appropriated Rus), and can claim Italy as the beginning of Romanian history. Todays Italians are simply little Romanians.

With a seat in Aachen (in todays Germany), Charlemagne ruled much of todays France and Germany. Germans are therefore little Frenchmen. Or the opposite, since the German term for France is Frankreich. realm of the Franks, a Germanic tribe.

American history begins in London, and Englishmen are little Americans.

William the Conqueror, a second-generation Viking from France, invaded England hence Englishmen are Frenchmen. . . or the opposite. Since Vikings hailed from Scandinavia, Englishmen are really Danes, Swedes, and Norwegians. Or the latter three are really English . . . or French. No.

They are little Russians, since Vikings were instrumental in the expansion of Kyivan Rus.

We dismiss such disorders of the mind yet unwittingly march in the phalanx of Russian disinform. Its at the highest levels. Thus, for newly-appointed U.S. CIA director and former ambassador to Russia, William Burns, NATO membership for Ukraine is a serious mistake: due to Russias "deep historical attachment" to Ukraine we must be mindful of Russias interests and sensibilities.

KyivS Princess Anna

Kyivs Princess Anna brought the Gospel to France for her marriage to Henry I in 1051, generations before the founding of Moscow. She was a daughter of Yaroslav the Wise, one of most prominent rulers of Kyivan Rus, himself married to the daughter of the Swedish King.

The Tsar and entourage shrugged, and looked blankly at their hosts and at each other. They were clueless!
