OSINT Review suggests that Putin and GRU were. I suggested that it might be the retaliation for the downing of the Alexandrov Ensemble plane, among other things. The role of Mossad, and specifically of Yossi Cohen have to be addressed. The POGROM-like style, and the anti-gay feature, in line with the Putin's -ROC "defense of the (mythical) traditional values" of this highly professionally prepared military operation are obvious and telling. The security lapses (non-visa status, very likely infiltration of the Israeli security structures) played their roles also. I think, the overall responsibility falls on Netanyahu and his well wishing but deeply naive political relationship with Putin, which unravelled with this Big Bang. Now he tries to hide and to minimize this circumstance. He has to go.
