В России прошли митинги в поддержку Алексея Навального, голодающего в колонии с требованием допустить к нему гражданских врачей. По оценке МВД России, в Москве в акции протеста 21 апреля приняли участие около 6 тысяч человек, в Санкт-Петербурге около четырех с половиной тысяч. Об этих акциях мы поговорили с Евгением Шахновичем, профессором факультета химии и химической биологии Гарвардского университета, который в 1990 году эмигрировал в США. Вы один из тех, кто публично поддержал Алексея Навального, подписал соответствующее письмо, расскажите почему? Я жалею только о том, что я не могу сделать большего. Когда-то, я уже в общем человек в возрасте, я был ребенком тогда в 1968 году, когда Советский союз оккупировал Чехословакию, на площадь вышло семь человек. И чешские газеты говорили тогда, что есть семь оснований не ненавидеть русский народ. Сейчас вышло, наверное, 100 тысяч или больше. У нас 100 тысяч оснований восхищаться молодежью в России, восхищаться Россией и видеть Россию будущего. В общем то, что происходит, это чудовищная несправедливость, это ложь, и все, что мы можем сделать, мы, конечно, будем делать. Я живу в США, работаю профессором в Гарварде. К сожалению, у нас, не так много возможностей есть, но все, что мы можем сделать, мы будем делать, и мы выражаем, я выражаю солидарность с замечательными этими молодыми людьми, которые пришли, потому что они борются за свое будущее, они борются за свободную страну, в которой им предстоит жить, растить детей, создавать семьи, и я желаю им громадного успеха в этом. А вот такие акции приближают тот самый громадный успех, который вы желаете этим людям? Я думаю, что да. Как? Я думаю, что да, потому что единственный способ отвечать на ложь это правдой. И когда люди видят эти тысячи людей, которые молодые, вся молодежь выходит, то я думаю, что постепенно как бы это не сразу, опять же я помню, как развивались события в Советском союзе, но в конце концов правда побеждает. И, может быть, нам не нужно ждать завтра какого-то результата, хотя ситуация с Алексеем Навальным критическая и в этом смысле нужно ждать результата завтра. Но в общем и лозунги “Свободу политзаключенным”, лозунги об ФСБ они все правдивы. Я думаю, что это приведет к результату, может быть, не сразу, может быть, не завтра. Путин во время своего обращения, послания к Федеральному собранию много говорил о поддержке российской науки, что российская наука активно развивается, хотя мы видим другие цифры. Как раз, наверное, вас можно назвать российским ученым, который выехал, как вы оцениваете состояние российской науки? Я выехал больше 30 лет назад, я сейчас американский ученый, но, конечно, с корнями российскими. Я слежу за тем, что происходит и в российской науке. Есть одна простая вещь: когда нет свободы в стране, в стране не может развиваться наука. Это связанные вещи. Что бы там Путин ни говорил в своем послании и так далее, я вижу, как ученые к нам, в наши университеты ученые из России едут и пытаются устроиться, и многих мы, конечно, принимаем. Но главное условие развитие науки это свобода. Пока нет свободы, настоящая наука развиваться не может. Поэтому то, что люди сейчас выходят на улицы, они в том числе выходят на улицы и за науку, за будущую науку. Я не буду сейчас говорить в эфире о состоянии науки, по крайней мере в той области, в которой я что-то понимаю биологии, биофизике, биохимии, но я должен сказать, что отсутствие свободы очень сильно мешает российской науке. U.S. officials say President Joe Biden is preparing to recognize the World War I-era mass killings of Armenians by the Ottoman Empire as genocide. The officials, who spoke to several news agencies on the condition of anonymity in order to discuss the sensitive topic, said the move could come Saturday, an annual day of commemoration for the victims. During his campaign for president last year, Biden said he would support a resolution recognizing the Armenian Genocide and will make universal human rights a top priority. I expect we will have more to say about Remembrance Day on Saturday, White House press secretary Jen Psaki said Wednesday when asked about Bidens commitment. But I don’t have anything to get ahead of that at this point in time. In a letter Wednesday, a bipartisan group of 100 members of the U.S. House of Representatives urged Biden to become the first U.S. president to recognize the killings as genocide. The shameful silence of the United States Government on the historic fact of the Armenian Genocide has gone on for too long, and it must end, the lawmakers wrote. We urge you to follow through on your commitments, and speak the truth. Turkish Foreign Minister Mevlut Cavusoglu said this week a move by Biden to recognize the killings as genocide would harm relations between the NATO allies. Historians say an estimated 1.5 million Armenians died at the hands of the Ottoman Empire the predecessor to modern-day Turkey between 1915 and 1923. Armenians say they were purposely targeted for extermination through starvation, forced labor, deportation, death marches, and outright massacres. Turkey denies a genocide or any deliberate plan to wipe out the Armenians. They say many of the victims were casualties of the war or murdered by Russians. Turkey also says the number of Armenians killed was far fewer than the usually accepted figure of 1.5 million. Window on Eurasia New Series: Moscows Efforts to Hold Russians in North Caucasus have All Failed, Experts Say | ||
Paul Goble Staunton, April 19 Concerned that Russian flight from Chechnya, Ingushetia and Daghestan will cost it control, Moscow has elaborated a series of programs to try to keep Russians from leaving or even promote the return to these republics of ethnic Russians. But all these efforts have failed, experts say. Aleksandr Cherkasov, a Russian human rights activist, says these programs were doomed from the outset because they ignored the long-term trends in the area and because Moscow all too often was willing to accept false claims by local officials as true, thus allowing the situation to deteriorate (caucasustimes.com/ru/russkie-na-kavkaze-ot-jekspansii-k-migracii/). Maksim Shevchenko, a Russian journalist who specializes on Caucasus issues, says that the programs might have worked had Moscow focused on creating conditions for specific groups of Russians such as teachers and doctors and taken steps to ensure those conditions existed. But that hasnt happened and so Russian flight has continued or even accelerated. And Moscow Islamicist Aleksey Malashenko says that conditions in the region are making it ever less likely that Russia will be able to get Russians to return. North Caucasus societies are becoming more traditional, and Russians who settled there earlier are increasingly uncomfortable. They are leaving and they arent being replaced. Moreover, the industries which attracted Russians to the region in the first place are decaying, and the cities around them which had been predominantly ethnic Russian are now dominated by non-Russian groups. As a result, the Russian question has not found an adequate reflection in the present-day policy of present-day Russia. Before presenting these judgments, Sergey Zharkov of Pragues Caucasus Times, details the trajectory of the Russian presence in the North Caucasus from its rise during collectivization and industrialization to its decline as educational levels of non-Russians rose and as the non-Russians took jobs and urban spaces away from the Russians over the last 50 years. Zharkov documents that these trends were well under way before the collapse of the Soviet Union but says they have only intensified since 1991, with the major cities of the North Caucasus now dominated by non-Russians and few Russians left outside them anywhere in the eastern portion of that region. What makes this pattern so disturbing to many in the Russian capital, he points out, is that something similar took place in the non-Russian union republics before the end of Soviet times; and consequently, there are real fears that demography will trump police power and that Russia will lose the North Caucasus republics in the same way the USSR lost the union ones. There are, of course, important differences. The non-Russian republics of the North Caucasus are much smaller than the Muslim countries of Central Asia and they thus have fewer possibilities to strike out on their own. But the departure of the ethnic Russians nevertheless means that they have far fewer links to the Russian Federation. And if the trends Zharkov and the other experts point to continue, there is every reason to expect that at least some people there will continue to seek independence from Moscow, however great the difficulties of doing so may be.
