Who are they? Russian speaking hackers 

And not the hackers only. 

This (the events of 1990-s to Present, especially acute about last 10-12 years, after 2010) looks like a full scale, well thought out strategic intelligence operation or the multiple, systemic acts of the Hybrid War, to undermine and to destroy America on the multiple fronts.  

I would find it very hard to believe that Putin does not know about it. He used it (and most likely BUILT these operations, as the instruments of coercion) as the pretext for the new Iron Curtain, the Putin's Cyber Curtain: he wants informational isolation to preserve his power. 


"Вы не хотите понять, кто вообще за этим стоит?" 

Very reasonable question. 

The New Abwehr is behind all of this, in my humble opinion. And Putin is their historical Agent of Influence, just like Trump was (and still is?) Putin's agent. And both of them are the assets of the German Intelligence, the two Agents Oranges, in the same opinion of mine.
