MIAMI (CBSMiami) – Former Congresswoman Ileana Ros-Lehtinen is under federal investigation by the Justice Department for allegedly spending campaign money on personal trips and vacations for her and her family, CBS Miami has learned.

In recent weeks, former members of her staff have been subpoenaed to either provide records or appear before a grand jury regarding tens of thousands of dollars of expenditures by Ros-Lehtinen, including a 2017 trip to Walt Disney World with her children and grandchildren. The investigation is being run by the Public Integrity Section of the Justice Department in Washington, D.C.

News of the federal investigation has not been previously reported.

Ros-Lehtinen declined to be interviewed for this story.

Her attorney, Jeffrey Weiner, said Ros-Lehtinen is aware of the investigations.

“She and her former staff members and volunteers are cooperating fully with the Federal Election Commission and the Department of Justice,” Weiner said in a statement to CBS Miami. “We are gathering the information requested by the Department of Justice and are confident that, if bookkeeping errors were committed, they were due to negligence, and not willful or intentional misconduct by the former congresswoman or anyone on her staff, or her accountants.”

“As my team and I have investigated and studied the facts in this matter,” Weiner added, “we have not found any evidence whatsoever of intentional wrongdoing by Ileana or anyone on her behalf.”

After announcing on April 30, 2017 that she would not seek re-election in 2018, Ros-Lehtinen transferred more than $177,000 from her re-election campaign account to IRL PAC, a political action committee that she controlled. It is not uncommon for politicians to have PACs to support their political activities. And some of the IRL PAC’s spending is political in nature. Under federal law, however, campaign funds – even those funds that are transferred to a political action committee – cannot be spent on what election law describes as “personal use.”

A review of IRL PAC expense reports shows a series of questionable expenditures, including nearly $4,000 spent on the family trip to Disney World in December 2017.

Other expenditures include more than $10,000 on rooms at the Lotte New York Palace in New York; nearly $6,000 on rooms and meals at the Ritz-Carlton resort on Amelia Island in northern Florida; and another $28,000 at the W Hotel on South Beach.

On New Year’s Eve 2018, just days before she left office, she spent $3,100 at MesaMar, a high-end seafood restaurant in Coral Gables, according to the PAC’s expense reports.

Weiner, Ros-Lehtinen’s attorney, declined to explain the political or campaign-related purpose of those expenditures.

Ros-Lehtinen’s campaign spending was first reported by Noah Pransky on the Florida Politics website in June 2019.

Following that news report, the Campaign Legal Center, a nonpartisan watchdog group, filed a complaint in October against Ros-Lehtinen with the Federal Elections Commission.

The complaint alleges: “There is reason to believe that IRL PAC” violated federal law “by converting contributions for personal use, including a family trip to Disney World and tens of thousands of dollars of expenses at luxury hotels, none of which have any apparent connection to Rep. Ros-Lehtinen’s candidacy or duties as an officeholder.”

A spokesman at the FEC declined to comment on the status of the complaint.

Since June, however, the FEC has been unable to act because President Trump has kept three seats on the six-member commission open, preventing it from having a quorum to investigate any possible abuses of campaign spending across the country.

Typically, cases before the FEC are resolved administratively, with candidates returning the money and paying a fine. In more serious cases, the FEC can refer the allegations to the Justice Department for criminal prosecution.

It is not known if the FEC referred the Ros-Lehtinen investigation to the Justice Department or if federal prosecutors took an interest in the case on their own.

A Justice Department spokesman declined to comment.

Weiner said federal prosecutors would have a very high burden to bring a criminal case against Ros-Lehtinen.

“For a campaign or PAC election law violation to be a crime,” Weiner said, “there must be proof beyond a reasonable doubt that the violation or violations were committed `knowingly and willfully.’ In other words, the government must be able to prove conclusively that the person to be charged knew that the conduct was intentional and done with an unlawful purpose.”

Brendan Fischer, a director at the Campaign Legal Center who filed the FEC complaint against Ros-Lehtinen, agreed there is a high bar on bringing criminal charges, but calls the Justice Department decision to launch an investigation “very significant.”

“To open a criminal investigation, the Department of Justice Public Integrity unit presumably had some evidence that these violations were knowing and willful,” Fischer told CBS Miami.

In recent years, federal prosecutors have gone after several members of Congress for what prosecutors considered improper campaign spending.

In 2016, Congressman Aaron Schock, a Republican from Illinois, was indicted for using campaign funds to decorate his office in a Downton Abbey-themed motif. Charges were ultimately dismissed after Schock resigned from Congress and agreed to pay a fine and reimburse the funds.

In March, Congressman Duncan Hunter, a Republican from California, was sentenced to eleven months in federal prison after he pled guilty to spending hundreds of thousands of dollars in campaign funds on vacations, theater tickets and to finance an extramarital affair.

Fischer suspects these cases have become more commonplace because of a lack of accountability by the Federal Elections Commission. “Some of this speaks to the FECs general hands-off approach to enforcing campaign finance law,” Fischer said. “I think there has been a number of candidates, of both political parties, who have felt comfortable pushing the legal envelope because they expected to get away with it.”

Before announcing her retirement, Ros-Lehtinen, a Republican, served 30 years in Congress. She was the first woman elected to Congress from Florida; the first Hispanic woman elected to Congress from anywhere in the country, as well as its first Cuban American. Numerous politicians such as Senator Marco Rubio, began their ascent in politics working on her campaigns or as interns in her office.

“Ileana Ros-Lehtinen enjoyed a sterling reputation for honesty and integrity during her 30 years as our congresswoman,” Weiner said. “She is an extremely popular and beloved community leader and educator.

“I will do all within my ability as a lawyer to protect and defend Ileana from criminal charges,” Weiner continued. “She is innocent, and I intend to convince the prosecutors that no crimes were committed. Once the prosecutors have had the opportunity to listen to our witnesses and consider the information we will provide to them, I am confident that they will do the proper and fair thing, and decline to file charges against Ileana.”

News of the Justice Department investigation comes at a time when President Trump has been aggressively courting Cuban American voters.

See if you can follow this: In an effort to depict Donald Trump as if he were in an espionage conspiracy with the Kremlin, the Obama administration used bogus information, from a man the FBI suspected was an actual Russian spy, to brand as a suspected Russian spy a former U.S. naval intelligence officer who had actually been a CIA informant.

Your head spinning? Mine too.

And that’s just the beginning. It turns out that Igor Danchenko, the man the FBI suspected of being an actual Russian spy, initially provided the bogus information about the American, Carter Page, through a former British spy, Christopher Steele. Through a couple of cut-outs, Steele had been retained by the Clinton campaign to dig up — or, alas, to make up — Russian dirt on Trump. Through his private intelligence business in London, Steele was known to be working for Russians oligarchs, while Danchenko was on Steele’s payroll. That is, the Clinton campaign, and ultimately the Obama administration, colluded with Russians for the purpose of accusing Donald Trump of . . .  yes . . . colluding with Russians.

Danchenko, who in 2005 reportedly told a Russian intelligence officer that he hoped someday to work for the Russian government, became Steele’s source on Trump. Even before October 2016, when the FBI and the Obama Justice Department first sought a surveillance warrant against Page based on the information Steele was compiling, it was obvious that the information was unreliable — some of it laughably so.

But the story was just too good. Nobody bothered to check the information or press Steele about its sourcing.

Volunteers Linked to Russian Opposition Were Assaulted With Chemical Weapon

For months, Steele had been logged on bureau records as an official FBI informant. Nevertheless, in the most significant investigation in its modern history, the FBI did not identify Steele’s “primary sub-source,” Danchenko, until December 2016 — two months after the bureau, under oath, used the uncorroborated Steele/Danchenko information in what the FBI and Obama Justice Department labeled a “VERIFIED” application to the Foreign Intelligence Surveillance Court (FISC).

Wait, there’s more. The FBI could easily have figured out Danchenko was Steele’s source months earlier. So why do it in December 2016? Because by then, they had no choice. It had become necessary a few weeks earlier to boot Steele out of the investigation — at least ostensibly. That’s because he had been outed publicly as a media source for information about his investigation of Trump.

The public outing of Steele (in a Mother Jones article by David Corn, shortly before the 2016 election) should have come as no surprise. It had been obvious since at least September, when information from Steele was published in a Yahoo News article by Michael Isikoff, that Steele had been leaking to the media in order to help the Clinton campaign. Yet, the bureau repeatedly represented under oath to the FISC — four times between October 2016 through June 2017 — that “the FBI does not believe that [Steele] directly provided this information [in the Isikoff article] to the press.”

To the contrary, as the Justice Department Inspector General (IG) found, there was considerable FBI suspicion that Steele was Isikoff’s source. Moreover, the FBI had continuous access to Steele. Note: I said (above) that Steele was ostensiblykicked out of the investigation. In reality, the bureau continued to get information from Steele through Justice Department official Bruce Ohr (though neither the FBI nor the Justice Department revealed that fact to the FISC). Still, as the IG concluded, no one at the FBI ever asked Steele if he was the source for the Isikoff article. Obviously, they didn’t want to know the answer — that way, they could just keep insisting to court that they didn’t believe he was the source.

That doesn’t even scratch the surface of deceit.

When FBI agents interviewed Danchenko for three days in January 2017, they learned, undeniably, that Steele’s story about his source “network” — the story the bureau and the Justice Department told the FISC again and again — was a risible distortion. Steele did not have a network of sources; he had Danchenko. In turn, Danchenko had a motley collection of drinking buddies, a grifter, a girlfriend, and an anonymous source Danchenko cannot identify. And, as Eric Felton recounts in infuriatingly hilarious detail, none of these sub-sources could actually vouch for anything they heard, or wildly speculated, about Trump and Russia.

The “Well-Developed Conspiracy of Cooperation”
On this score, we can’t let pass the opportunity to describe what Stele and, ultimately, the FBI portentously describe as a “close associate” of Trump’s who asserted that the candidate-turned-president was in a “well-developed conspiracy of cooperation” with the regime of Vladimir Putin.

Danchenko told FBI agents that a man he labeled “Source 6” was “this guy” whom he thinks — but is not sure — he once talked to on the phone for “about 10 minutes.” In a Thai restaurant, you see, Danchenko ran into a U.S. journalist he managed to chat up about Trump and Russia. The journalist told Danchenko he was “skeptical” because “nothing substantive had turned up” tying the two together. But the journalist referred Danchenko to a “colleague,” who advised Danchenko to talk to “this guy” via email. Danchenko took the email address and tried to reach “this guy” but didn’t get a reply.

Weeks later, though, Danchenko got a call from an anonymous Russian who never identified himself. Danchenko assumed it was “this guy” . . . but he can’t say for sure. So, Danchenko simply labeled the presumed “this guy” as “Source 6,” with whom he had a brief “general discussion about Trump and the Kremlin” supposedly having “an ongoing relationship.”

It was left to Steele, the old intel pro, to turn this sow’s ear into a silk purse. By the time the craftsman was done “summarizing” Danchenko’s unverifiable, anonymously sourced gossip, “this guy” had evolved from Danchenko’s “Source 6” to Steele’s “Source E,” depicted as “an ethnic Russian and close associate of . . . Donald TRUMP,” who had “admitted” that “there was a well-developed conspiracy of cooperation” between the Trump campaign and Russian leadership (emphasis added). Indeed, according to Steele, “Source E” had even “acknowledged” that Russia was “behind the recent leak of embarrassing e-mail messages, emanating from the Democratic National Committee [DNC], to the WikiLeaks platform” — a storyline that just happened to be all over the media at that point.

As the IG has found, Steele’s allegation that Page was part of a “well-developed conspiracy” of cooperation between the Trump campaign and the Kremlin, as well as the claim that Russia released the DNC emails in an effort to swing the 2016 election to Trump, were central to the surveillance application by the FBI and Obama Justice Department, and to the FISC’s issuance of surveillance warrants.

And now we know, the liberal inflation of unsubstantiated — indeed, unattributable — rumor into purported probable cause that the now-president of the United States was a Kremlin mole is not the half of it.

Why Are We Just Hearing This Now?
Once the FBI identified Danchenko as Steele’s source, agents soon realized he was the same man the FBI had investigated as a suspected Russian spy six years earlier. You can’t even make this up, so I’m not — it is in a letter and accompanying FBI report, transmitted on Thursday from Attorney General Bill Barr to Senate Judiciary Committee Chairman Lindsey Graham (R., S.C.).

It is mind-boggling that this information has been withheld from the public for years, despite congressional efforts to pry it from the FBI and Justice Department since 2017 (when Republicans controlled the House). In December 2019, when the IG’s report on FBI FISA abuse was released, many critical parts of it were redacted. These included Footnote 334 on page 186, which tantalizingly stated, “When interviewed by the FBI, the Primary Sub-source [i.e., Danchenko] stated that” — with remaining lines blacked out.

After some complaints from Capitol Hill about the redactions, the Justice Department showed a bit more leg. As to Footnote 334, we were now told that Danchenko had “stated that [he] did not view [his] contacts as a network of sources, but rather as friends with whom [he] has conversations about current events and government relations.” That was vital information, but it wasn’t the whole story — a passage in the footnote remained blacked out.

Finally on Thursday, we were told the rest of the astonishing story. The now-unredacted portion states that Danchenko “was the subject of an FBI counterintelligence investigation from 2009 to 2011 that assessed [his] documented contacts with suspected Russian intelligence officers” (emphasis added).

Apparently, the information has been concealed from the public for the sake of the Durham investigation. (When information becomes public, that complicates the ability of investigators to question people about what they know and how they know it.) But John Durham, the Connecticut U.S. attorney who is investigating “Russiagate” irregularities, informed Barr that disclosure of the information would not interfere with his investigation at this point.

2005-2010: Danchenko’s Suspected Spying for Russia
In any event, what remarkable irony. Recall (from my recent three-part series regarding the guilty plea of FBI lawyer Kevin Clinesmith) that the period between 2009 and 2011 is part of the time-frame during which Carter Page was an official CIA informant. He was providing the agency with intelligence about Russians with whom he was in contact — a fact the FBI did not disclose to the FISC when it framed those contacts as evidence that Page was a spy for Russia, even though the FBI had been told, by both Page and the CIA, that Page had in fact been a CIA informant.

Well, now we know that, in framing Page as a Russian spy, the FBI relied on nonsense provided by Danchenko, a man the bureau actually believed was a Russian spy, though this inconvenient detail, too, was concealed from the FISC.

As has been publicly reported, Danchenko worked for the Brookings Institution, a prominent center-left Washington think-tank, specializing in foreign affairs. Brookings feeds experts, mainly to Democratic administrations when they are in power, and serves as a Democratic administration in waiting when they are not.

When Danchenko worked at Brookings from 2005 through 2010, it was directed by Strobe Talbot, a close friend of, and later deputy secretary of state under, President Bill Clinton. Susan Rice worked at Brookings during the Bush years before becoming Obama’s national-security adviser, and career diplomat Victoria Nuland, who became a prominent assistant secretary in the Obama State Department, also worked at Brookings (she is married to Robert Kagan, a top Brookings scholar). Small world that it is, Nuland green-lighted Steele’s provision of intelligence to the State Department, was briefed on the Steele dossier during the 2016 campaign, and has acknowledged that Steele was invited to the State Department to give a personal briefing about his anti-Trump research (though she says she did not attend it). While at Brookings, Danchenko worked closely with Fiona Hill, with whom he co-wrote a research paper in 2010, shortly before leaving the country. Hill, of course, gained notoriety as an important Trump impeachment witness, owing to her time at the Trump National Security Council, to which she came from Brookings, after a stint on the National Intelligence Council under Bush-43 and Obama.

The Brookings angle is relevant because of events in late 2008 that triggered the opening of an FBI counterintelligence investigation of Danchenko.

At that time, it was clear that there would soon be new Obama administration. The FBI received a tip that, at a Brookings function, Danchenko approached two of his co-workers. One was a research fellow for a person the bureau describes as “an influential foreign policy advisor in the Obama Administration.” Danchenko expressed interest in whether the research fellow would join this influential principal in the new administration. Danchenko was said to have made an offer to the two Brookings employees: If they “did get a job in the government and had access to classified information,” and wanted “to make extra money,” he could put them in touch with the right people for that sort of thing. There is no indication that the Brookings employees acted on the offer, but at least one of them suspected that Danchenko was a Russian spy.

Naturally, this tip caused the FBI to do more digging. Agents quickly realized that Danchenko was associated with two other subjects of counterintelligence investigations. In 2005, he had been in contact with a Washington-based Russian officer, with whom Danchenko seemed “very familiar.” In 2006, he been in contact “with the Russian embassy and known Russian intelligence officers.”

In fact, the FBI learned that Danchenko had visited one of these intelligence officers in his Russian embassy office. He allegedly told the officer that he hoped one day to enter the Russian diplomatic service. They went so far as to discuss future plans and Danchenko’s completing some documents for the Russian government — which, in October 2006, the intelligence officer discussed transmitting via diplomatic pouch, presumably to Moscow. The FBI also interviewed associates of Danchenko’s, who described him as pro-Russian and hopeful to return to Russia. One person recalled being pressed by Danchenko for information about “a particular military vessel.”

The bureau was sufficiently alarmed that, in July 2010, agents began the process of seeking a FISA surveillance warrant for Danchenko. But he left the country two months later, so the investigation was closed without an application to the FISC having been made, but with the understanding that the investigation could be re-opened if Danchenko ever came back to the U.S.

2017: Danchenko Is Interviewed by the FBI as Steele’s Source
He did eventually come back, and sat for those three days of interviews in January 2017. During this questioning, he utterly discredited the Steele dossier, the underlying basis for the FBI court-authorized surveillance of Page. Yet, there is no indication in the

British workers whose hours were cut because of the coronavirus pandemic could receive new government wage subsidies in the near future. Britain’s treasury chief has proposed measures aimed at preventing further layoffs when current subsidies expire next month. 

The new measures, proposed Thursday by Chancellor of the Exchequer Rishi Sunak, are in response to a call from businesses and labor unions for the government to provide additional support. 

Right now the government pays up to 80% of wages workers made before they were furloughed, but the proposal would pay 77% of pre-pandemic wages. The payment would be dependent on employers allotting workers at least one-third of their pre-pandemic hours.

The treasury chief hopes that will ensure fewer workers are laid off. 

“The government will directly support the wages of people in work, giving businesses who face depressed demand the option of keeping employees in a job on shorter hours rather than making them redundant,” Sunak said of the proposed measures. 

He said similar support will be offered to the self-employed. 

Businesses that took out loans would also have more time to pay them back. Those include $43.8 billion in loans to 1 million small businesses that could be eligible to “pay as you grow.”

“Businesses who are struggling can now choose to make interest-only payments and anyone in real trouble can apply to suspend repayments all together for up to six months,” Sunak said. 

The treasury chief also said he will extend until March 31 the temporary reduction in the valued-added tax rate for the hospitality and tourism industries, which have been particularly hard hit by the pandemic. The cut to 5% from 20% had been scheduled to end in January.

Helsinki Airport is getting creative when it comes to operating safely in the age of COVID-19. Beginning this week, travelers arriving at Finland’s busiest international airport will have the opportunity to take a voluntary coronavirus test that takes 10 seconds and is entirely painless but it’s not the test that is unusual, rather, it’s who is conducting it.

The new state-funded pilot program uses coronavirus-sniffing canines to detect the presence of the virus within 10 seconds with shocking accuracy. Preliminary results from the trial show that the dogs, who have been used previously to detect illnesses such as cancer and malaria, were able to identify the virus with nearly 100% accuracy.

Many of the dogs were able to detect the coronavirus long before a patient developed symptoms, something even laboratory tests fail to do.

After passengers arrive at Helsinki from abroad and have collected their luggage, they are invited to wipe their necks with a cloth to collect sweat samples that are then placed into an intake box. In a separate booth, a dog handler places the box alongside several cans containing various scents and the canine goes to work.

Researchers have yet to identify what it is exactly the dogs sniff when they detect the virus, but a preliminary study published in June found there was “very high evidence” that the sweat odors of a COVID-19-positive person were different from those who do not have the virus. This is key, as dogs are able to detect the difference thanks to their sharp sense of smell.

If the dog flags the sample as positive, the passenger is directed to the airport’s health center for a free PCR virus test.

While there have been instances that an animal contracts the coronavirus, dogs do not seem to be easily infected. There is no evidence that dogs can pass the virus on to people or other animals.

Scientists in other countries, such as France, Germany and Britain, are engaging in similar research, but Finland is the first country in Europe to put dogs to work to sniff out the coronavirus.

Finnish researchers say that if the pilot program proves to be effective, dogs could be used to quickly and efficiently screen visitors in spaces such as retirement homes or hospitals to help avoid unnecessary quarantines for health care workers.

Representatives from the University of Helsinki, who are conducting the trial, said Finland would need between 700 and 1,000 specially trained coronavirus-sniffing dogs in order to cover schools, malls and retirement homes. For broader coverage, even more trained animals and their trainers would be required.

After telegraphing the move a few weeks ago, the Trump administration is now moving forward with plans to take away federal funds from New York, Portland, and Seattle for allowing rioting and crime to skyrocket.

These cities were declared anarchist jurisdictions by the Justice Department on Sept. 20, setting the stage for withholding federal tax dollars from them. 

We have all seen videos of the rioting, looting, attacks on federal buildings, harassment of innocent outdoor diners by not-so-peaceful protesters, and attacks on police with bricks, bats, and molotov cocktails in these three cities.

The skyrocketing rate of shootings here in New York is proof of City Hall being unwilling to protect innocent residents.

Rather than taking aggressive actions to restore law and order, Mayor Bill de Blasio and the City Council have made cuts to the NYPD budget, disbanded the Street Crime Unit which long helped to get guns off our streets, and emboldened criminals with their anti-police rhetoric.

Is it really so wrong for President Donald Trump to want these cities to perform their most basic function, which is to provide for public safety and protect innocent Americans? As Attorney General William Barr said, We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the citieswill reverse course and become serious about performing the basic functions of government and start protecting their own citizens. 

Most law abiding New Yorkers, including the relatives of those that have been shot and killed over the past few months, would probably agree.

The move to strongly persuade these cities to control rioters and crime, as the Trump administration is clearly trying to do with this action, could not come at a better time.

It seems rabble-rousers are just looking for any excuse to protest and cause chaos these days. For example, almost 100 people calling for the abolishment of Immigration and Customs Enforcement were recently taken in on charges of disorderly conduct and resisting arrest in Manhattan.

With President Trump announcing that he will make a nomination to replace Ruth Bader Ginsberg on the Supreme Court and the Senate set to move forward with a confirmation, does anyone doubt this will be the latest reason for the left-wing mobs to wreak havoc on our cities? 

President Trump has said he offered federal law enforcement assistance to New York to quell the violence. Mayor de Blasio and Governor Cuomo have allegedly refused it.

Therefore, stronger efforts are needed to persuade them to perform their most basic function to maintain public order and safety. For the sake of the additional lives that surely will be lost with the status quo, lets hope these cities finally get the message.

Dozens of public school teachers marched through Downtown Brooklyn on Monday evening to demand safer working conditions as in-person classes resume, arguing that educators needed more testing access to stay safe amid the COVID-19 pandemic. 

Im scared as a New Yorker, because the [Department of Education] is not showing it has the capacity to be able to do [adequate testing], and I think they have to be honest and stop lying to us, said Brooklyn school teacher Sarah Yorra at the rally, which started at the Departments Court Street offices and headed to Borough Hall.

City officials began readmitting public school students by age groupings on Sept. 21, with Pre-K and special needs pupils beginning classes first. Elementary aged students will begin on Sept. 28, and both middle and high school students are slated to start in-person on Oct. 1. 

While students have the option to learn fully online, those young scholars who do physically attend classes will go on a staggered schedule spending between one and three days inside a classroom, and the other days learning remote. 

Mayor Bill de Blasio and DOE officials had previously said they would not attempt to reopen schools if the citywide positivity rate for COVID-19 tests was above 3 percent and, while it currently sits at around 1.2 percent across the five boroughs, some areas have seen higher numbers.  

Yorra, who teaches English language in the 11204 zip code near Bensonhurst, where the positive infection rate has hovered around 3 percent for several weeks, said she had little confidence that city officials are prepared for the phased return of classes. 

All we are asking is for the testing that you promised would keep us all safe, because if the city cant get it together and come and test in one zip code one zip code whats going to happen when were over 3 percent in five zip codes, she said.

The following day, de Blasio announced that there was an uptick in coronavirus cases in three neighborhoods near Yorras zip code Midwood, Borough Park, and Flatbush along with Williamsburg and parts of Queens.

Hizzoner added at his Sept. 22 press conference that the city would deploy more testing in response to the uptick similarly to another increase in Sunset Park in August, where the infection rate jumped to a worrisome 7 percent.

Some Brooklyn school teachers worried that ventilation in school buildings would cause significant problems, including one Fort Greene instructor slamming schools Chancellor Richard Carranza and United Federation of Teachers President Michael Mulgrew for their guidelines, which the teacher called not acceptable.

Carranza and Mulgrew have agreed that keeping a window open 2 inches constitutes sufficient ventilation for a room, and thats terrible, especially if more ventilation is possible. To settle for this and to be asked to settle for this is not acceptable, said Adam Stevens, who is also a UFT delegate for his school building.

One East Flatbush educator said that the ongoing staff shortages will leave students at risk across the city.

You cant have classrooms without teachers in them, you cant have students unsupervised no matter how small the classes are, said Danielle Bullock, an arts teacher.

Colleagues, friends and admirers will begin paying their final respects Wednesday to the late U.S. Supreme Court Justice Ruth Bader Ginsburg.   

Ginsburgs casket will be brought to the Supreme Court building Wednesday morning for a private ceremony in the Great Hall, attended by her family and her fellow justices.  The casket will then be moved to the buildings front steps and lie in repose for public viewing until Thursday, resting on the same wooden platform built for the casket of President Abraham Lincoln after his assassination in 1865.   

A further tribute will occur Friday when Ginsburg will be taken across the street to the U.S. Capitol, where she will lie in state in the buildings Statuary Hall, making her the first woman to receive such an honor.  The public will be able to view the casket after a formal ceremony for invited guests. 

Civil rights icon Rosa Parks lay in honor in the Capitols historic Rotunda after her death in 2005, a designation due to the fact that she was not a government official.   

A statement by the U.S. Supreme Court says Ginsburg will be buried next week in a private ceremony at Arlington National Ceremony, the final resting place of such figures as President John F. Kennedy, his brothers Robert and Edward, both prominent U.S. senators, and heavyweight boxing champ Joe Louis.   

Ginsburg died last Friday at the age of 87 of metastatic pancreatic cancer, ending a 27-year tenure on the nations highest court.  Her status as leader of the courts liberal minority, along with her work seeking legal equality for women and girls in all spheres of American life before becoming a jurist, made her a cultural icon, earning her the nickname The Notorious R.B.G. 

Her death has sparked a political battle over her replacement, with President Donald Trump and Senate Republicans vowing to name and confirm a new justice before the November 3 presidential election, which would give the court a solid 6-3 conservative majority.  President Trump announced Tuesday that he will name his nominee for the lifetime appointment on Saturday.

In the just under two years Ive been in Congress, weve had our fair share of high-stakes negotiations.

From ending the government shutdown we inherited on day one, to matters of war and peace, every single one has followed the same frustratingly predictable script. Both sides throw out a wish list from their partisan corners, then start crossing things off until we reach the bare minimum that both can accept. But now were facing a global crisis greater than anyone could have imagined, and the American people deserve better than this politics of the least common denominator.

Thats why my colleagues in the Problem Solvers Caucus and I unveiled our March To Common Ground framework to try to rewrite that script. We realize that no matter what policy area were dealing with or how high the stakes, our work as legislators ultimately boils down to answering two simple questions what are the problems were facing, and how are we going to fix them?

Its from there we started our bipartisan negotiations on a new proposal for COVID-19 relief, and despite what the pundits would have you think, theres plenty of agreement on the answers to those questions.

We all agree that small businesses are hanging on by a thread through no fault of their own, so we proposed $290 billion to give them a lifeline. We all agree that out-of-work families are struggling to pay their bills and put food on the table, so we proposed $436 billion for expanded unemployment and another round of stimulus checks. And it provides funding to support schools and child care, along with the necessary testing, so that parents can get back to work without worrying about their childrens safety.

Perhaps most importantly, this framework acknowledges the fact that this isnt a red state issue or a blue state issue. Cities and states all across the country, led by Democrats and Republicans alike, are facing unprecedented budget gaps because of this virus, so our proposal gives local governments $500 billion needed to ensure our cops, firefighters, EMS, teachers and essential workers arent laid off.

Make no mistake, this is not a skinny proposal, nor is it a partisan wish list. This is government working how it should recognizing the problem at hand and finding common ground to solve it, just like our constituents have to do in their own lives on a daily basis. And if the crisis lessens or worsens, this bill has automatic boosters and reducers in place to adapt to the conditions on the ground, free from additional rounds of partisan bickering.

This isnt a game. When lives and economies are on the line, we cant shrink from our responsibility to do something about it. Were Americans first, not Democrats or Republicans and that is how we should govern.

Failure is not an option. Weve laid out a framework that proves a deal is possible. Now its time for leaders on both sides of the Hill and down Pennsylvania Avenue to come together to get this done.

A southern Brooklyn artist hand-painted a handful of outdoor dining spaces on Bay Ridges Fifth Avenue, transforming the colorless barriers into vibrant displays throughout the commercial thoroughfare. 

It brings positive attention to a business in such a time of hardship and struggle for a lot of people, said Nicole Stuart, a local artist living in Bensonhurst. 

The project, conducted in collaboration with the Bay Ridge Fifth Avenue Business Improvement District, aims to help small business owners spruce up their dining spaces and bring more attention to their eateries. 

It brings a much different space, Stuart said. Something as simple as now having your name hand-painted, I feel like that is a different vibe. I just think it brings attention in a different way and people appreciate it.

Stuart, who founded Building Brooklyn Street Art, an organization promoting community-based street art, said she is constantly scouring free space outdoors to use as her canvas most recently working with the BID to paint a selection of public benches along the avenue

I will be driving around and any free space I see, I think, A mural would look great there,’ she said. So to me, it was just like, this is open space we should be using and its currently not that appealing to the eye lets fix this.

For the BIDs executive director, the project just seemed natural a way to support local restaurants during the pandemic while promoting the neighborhoods artsy feel. 

The restaurants are really happy it just brightens things up, it makes their outdoor space look better and everyone seems to really enjoy it, said Amanda Zenteno. And [the restaurant owners] felt really good about getting that support from the BID and getting some artwork out on the avenue.

In under two weeks, half a dozen area restaurants were sporting designs from Stuart.

We were not sure how many businesses were even going to have applicable space for it, she said. But then it all went quickly, I did all six spaces in a week and a half. 

All the artwork was conceived with input from the local restaurant owners, who were asked to select three colors emblematic to their restaurant to start off, which Stuart then tried not to stray from in an effort to keep costs covered by the BID low. Businesses including my own are on the struggle bus right now, Stuart said. So we were trying to make it affordable.

Owners of Bay Ridges staple for German fare, Schnitzel Haus, said Stuarts design has ramped up their presence on the avenue showcasing their business name better than ever before. 

I like the whole branding aspect of it, said Amber Urban. We have our name out in front of the building, but there is a tree in front of the building so its not necessarily visible from the street. This gives us more. 

The colors also help their outdoor dining spaces stand out among the 31 restaurants currently open for outdoor dining on Bay Ridges Fifth Avenue, Urban said. 

It is right there street level so you know who it belongs to, she said.

Stuart hopes to beautify even more barricades throughout the borough.

I am super passionate about this stuff, I just feel like it should be like this, Stuart said. If I can make one persons day better, one more patron come to their business, why wouldnt I want to try to facilitate that?

The BID also aims to continue the collaboration with Stuart, as well as other local artists.

Frankly, we are going to keep doing it, Zenteno said. Its our goal to find more ways to bring art to the avenue, a little bit every year.

Mourners gathered in Bedford-Stuyvesant on Saturday for the unveiling of a mural for Sha-Asia Semple, a local woman who died during childbirth at Woodhull Medical Center center in July. The artwork looks to honor the life of the Bedford-Stuyvesant native while spreading awareness of the high maternal mortality rate among Black women, said the painter.

I wanted it to be more a celebration of her and her family and her love, said Danielle Mastrion. I hope that it does bring awareness to the maternal mortality crisis. I personally did not know the alarming rates before I started researching this.

Semple died on July 3 at the age of 26 from cardiac arrest after she was given an epidural despite her untreated preeclampsia a condition in pregnant women marked by high blood pressure. Doctors successfully delivered her baby, Khloe, during an emergency C-section, said the family of Semples boyfriend in July. 

Semples death sparked outrage over the racial disparities in maternal health in New York City, where Black women are eight times more likely to die of pregnancy complications than white women. At a July protest outside Woodhull Medical Center a city-run hospital in Bedford-Stuyvesant protesters recounted the dismissal and aggression Black women often face in healthcare.

Ive seen people criminalized at bedside. Ive seen other systems like child protective services and others used as a tool to get people to comply with medical procedures, said doula Chanel Porchia-Albert. Some of it centers around delayed care or no care or not believing a person when they express something.

Following Semples death, her godfather reached out to Danielle Mastrion, a Brooklyn-based mural artist, to ask her to paint a mural in Semples honor. The family identified a spot for the painting, located around the corner of Semples native block where her family still lives, and helped design and finish the work of art, Mastrion said.

Her family was incredible, she said. Her father was there every hour every single day, he took off work just to make sure I was ok, just to make sure everything on the wall was accurate and correct.

The mural features a portrait of Semple based on a photo taken during her pregnancy photoshoot, a poem written by Semples mother called To My Beautiful Angel, dedications from her and her boyfriends families, and floral designs. In front of the mural are benches built by a doula named Efe Osaren who has been vocal about Semples death and the reproductive racism, and volunteers she recruited, Mastrion said.

Mastrion who has also painted a mural for the New York Aquarium on the Coney Island boardwalk and a large Shirley Chisholm mural in Starrett City, among other significant projects said that painting the memorial for Semple was particularly emotionally taxing. 

For me, it was very emotional, I did have to step away from it a few times, she said, adding that the presence of Semples family made her feel their suffering. I felt the love, I felt the pain. I felt it all just being around them constantly. I hope people feel that in the wall.

More than 100 family members and friends came together on Saturday afternoon for the unveiling of the mural, which one close friend of Semples said was the perfect tribute to the beloved 26-year-old.

It was beautiful. Very life-like, the artist was awesome, said Lisa Whitney, a Bedford-Stuyvesant resident and a friend of Semples family. Everything was well-deserved for her. At some point her daughter will be old enough to recognize her mom.

Whitney added that Semples death is still so new that the tribute, while beautiful, pains her whenever she sees it.

Its so heart wrenching, she said. I probably wont ride past there for a while because its still so fresh and it bothers me.

Colleagues, friends and admirers will begin paying their final respects Wednesday to the late U.S. Supreme Court Justice Ruth Bader Ginsburg.   

Ginsburgs casket will be brought to the Supreme Court building Wednesday morning for a private ceremony in the Great Hall, attended by her family and her fellow justices.  The casket will then be moved to the buildings front steps and lie in repose for public viewing until Thursday, resting on the same wooden platform built for the casket of President Abraham Lincoln after his assassination in 1865.   

A further tribute will occur Friday when Ginsburg will be taken across the street to the U.S. Capitol, where she will lie in state in the buildings Statuary Hall, making her the first woman to receive such an honor.  The public will be able to view the casket after a formal ceremony for invited guests. 

Civil rights icon Rosa Parks lay in honor in the Capitols historic Rotunda after her death in 2005, a designation due to the fact that she was not a government official.   

A statement by the U.S. Supreme Court says Ginsburg will be buried next week in a private ceremony at Arlington National Ceremony, the final resting place of such figures as President John F. Kennedy, his brothers Robert and Edward, both prominent U.S. senators, and heavyweight boxing champ Joe Louis.   

Ginsburg died last Friday at the age of 87 of metastatic pancreatic cancer, ending a 27-year tenure on the nations highest court.  Her status as leader of the courts liberal minority, along with her work seeking legal equality for women and girls in all spheres of American life before becoming a jurist, made her a cultural icon, earning her the nickname The Notorious R.B.G. 

Her death has sparked a political battle over her replacement, with President Donald Trump and Senate Republicans vowing to name and confirm a new justice before the November 3 presidential election, which would give the court a solid 6-3 conservative majority.  President Trump announced Tuesday that he will name his nominee for the lifetime appointment on Saturday.

Six Big Apple neighborhoods now account for 20 percent of all coronavirus cases citywide part of a local surge in the global pandemic that includes a stretch of southern Brooklyn dubbed the Ocean Parkway Cluster, health officials said Tuesday.

The cluster, along the thoroughfare in Midwood, Borough Park and Bensonhurst, reported a 4.7 percent rate of positive tests last week alone, well above the citywide average of 1 percent, according to data from the city

In 2014, the FBI was in the late stages of an elaborate sting. An undercover agent posing as an energy analyst leaked binders with fake commercial secrets to two Russian spies operating in New York.

The spies took the binders back to the “Rezidentura,” the New York base of operations for the SVR, Russia’s foreign intelligence agency.

Microphones hidden inside the leaked material relayed the spies’ every word back to American counterintelligence agents. The pair of SVR officers were caught gabbing about their secret roles, from the difficulties of recruiting prospective agents to the disappointment that their day-to-day work was not even close to “movies about James Bond.”

In their free-flowing conversations, they discussed an SVR agent working for them under deep cover in New York: Evgeny Buryakov.

Ostensibly, Buryakov was a representative of a Russian bank called VEB. But in reality he worked for the SVR, collecting economic intelligence.

FBI transcripts show the two spymasters discussed how Buryakov had traveled the world as a bank employee, spying while he went, and how they wanted him to take on an important task: find out how the US planned to bar Russian firms from its financial system.

They didn’t need to worry. American authorities allowed the Russian bank — whose board used to be chaired by Vladimir Putin — to operate in the US despite a paper trail that outlined concerns it was a threat to national security.

The FinCEN Files, a collaboration between BuzzFeed News and more than 100 newsrooms associated with the International Consortium of Investigative Journalists, shows that the US Treasury Department received at least 86 warnings from 2007 to 2016 discussing the bank, its clients, or Buryakov.

These warnings are known as suspicious activity reports, or SARs. By law, banks act as crucial sentinels for the US government, looking for signs of financial crimes. When they spot transactions that bear the hallmarks of money laundering or other financial misconduct, they must file SARs to the Treasury Department’s Financial Crimes Enforcement Network, or FinCEN. Such reports are not by themselves evidence of a crime but can support investigations and intelligence gathering.

Banks are barred from discussing or even acknowledging the existence of SARs, but in a statement to BuzzFeed News, VEB said it has “never been involved in any illegal activities” or been approached by authorities in relation to the matters raised in this story.

The bank said that disclosure of SARs was illegal and that as it “cannot verify the authenticity” of the documents received by BuzzFeed News, it did not wish to comment further.

The SARs filed by other banks relating to VEB and its clients document suspected national security risks. One warned that Buryakov had sent cash to an address linked to a company providing gear that could be of great use to an intelligence agent: video surveillance tools. Others raised the possibility that a VEB subsidiary helped bankroll Bashar al-Assad’s regime in Syria and facilitated an arms deal to a sanctioned country.

But the recurring warnings didn’t seem to hurt VEB. It still was allowed to process its dollars through the US, using some of the world’s most prestigious banks.

The Spy and His Supervisor

Established as a not-for-profit, state-financed bank to boost the Russian economy, VEB is controlled by President Putin’s innermost circle. Igor Shuvalov, former Russian deputy prime minister, oversees the bank as its chair. Its former CEO was Sergey Gorkov, a graduate of Russia’s intelligence academy.

In 2014, responding to Russia’s invasion of Ukraine, the US forbade companies to lend to VEB.

Still, that was the only major restriction that VEB faced. It was allowed to continue to bank in the United States and gain access to the dollar, the world’s most important currency.

In January 2015, Buryakov was arrested for espionage. The indictment rang alarm bells at the New York banking giant JPMorgan Chase, where VEB held cash accounts, controlled by Buryakov’s supervisor at VEB.

A SAR from JPMorgan Chase noted a lawsuit filed by Buryakov’s landlord. That suit said that after Buryakov was indicted for spying by US authorities, his family left without paying rent for his apartment in Riverdale, New York. (Buryakov could not be reached for comment for this story.)

Afterward, the lawsuit alleges, Buryakov’s supervisor at VEB turned up at the property. He allegedly caused “structural damage” to the apartment, including breaking furniture, and cleared it out.

Chase’s compliance officers, employees whose job is to keep an eye out for any financial transactions that might be linked to criminal activity, examined the records of Buryakov’s supervisor. They found that he had been removing cash from VEB’s accounts in a highly unusual manner.

According to Chase’s SAR, in 2015 Buryakov’s supervisor visited Chase branches across New York and New Jersey, withdrawing $30,000 over three days. Each transaction was for $10,000.

The Chase compliance officials sounded the alarm. They warned the US government that the supervisor “worked in close proximity” to Buryakov, who they noted had been accused of “economic espionage.”

They said that the supervisor’s unusual cash withdrawals looked like “structuring of funds” designed to circumvent the automated alert that occurs when more than $10,000 in cash is withdrawn — in essence, that Buryakov’s supervisor might be trying to avoid government monitoring. The supervisor has since left VEB and runs his own company. He did not respond to requests for comment.

Despite one VEB employee being charged with espionage and another being involved in suspicious transactions, the government took no public action against the bank.

The Syrian Connection

Chase was not the only major bank to worry about how VEB was moving cash around.

In 2012, the Federal Reserve of New York found “deficiencies” in the way that Commerzbank sold banknotes and ordered it to review all of its former sales. In the process of doing that, the bank’s compliance officers investigated its dealings with a VEB subsidiary bank. It seemed that between 2010 and 2013, the small bank, which has no offices outside of Russia, had been purchasing vast sums of US dollars — $497 million worth — from Commerzbank.

Over that time, the Syrian conflict had erupted from a small rebellion to a full-blown civil war pitting various factions against the Assad regime, which sparked international outrage for deploying chemical weapons on civilians but was supported by Russia.

In a SAR that Commerzbank later filed to the US government, it noted that VEB was “publicly tied to Syrian commercial and arms deals” and that Russia was supporting the Assad regime by “loans of foreign currencies.” Commerzbank was concerned that the VEB subsidiary was helping the Syrian regime fund its war.

Yet Commerzbank staff in Germany assured their New York counterparts that the sales were simply “ordinary competitive business practices.”

Members of the New York team disagreed. The Americans launched an investigation that showed “spikes in activity” in the dollar purchases that “appear to correspond” to sanctions being imposed on Syria, according to the bank’s SAR.

Commerzbank stopped providing it with banknotes in September 2013. It notified the US government of its suspicions in a SAR the following year.

Responding to questions from BuzzFeed News, Commerzbank said it was unable to comment on clients due to bank secrecy laws. A spokesperson said the bank has invested heavily in compliance since 2015 and successfully completed audits ordered by US regulators.

In 2013 a group of US senators wrote to then–Treasury secretary Jack Lew, warning that Russian banks, including VEB, acted as a “financial lifeline” to the Assad regime. The banks at the time denied helping Assad.

Declaring that there was “clear and compelling evidence” Assad had used chemical weapons against the Syrian population, the senators urged the government to sanction VEB. The Treasury didn’t act.

“The Payment Appeared Unusual”

Another VEB subsidiary, Genetechma Finance Limited, came under scrutiny for its links to possible arms sales.

Genetechma had told Barclays Bank that it was buying $34.6 million worth of helicopters from a Russian state-owned defense contractor and intended to sell them to a leasing firm based in Moscow.

But in September 2013, it told Barclays that the deal had fallen through at the last minute and the helicopters would instead be sold to a UAE-based aviation company.

When Barclays compliance officers later investigated, they found that the UAE company was the “general agent” for an aviation manufacturing and repair complex in Sudan. That complex was a joint venture between the then-sanctioned North Sudanese government and Russian Helicopters, a defense firm that produces aircraft for both civilian and military use.

The Sudanese government was considered a state sponsor of terrorism by the US, and Russia was known to be supporting the Sudanese government in the bloody civil war in South Sudan.

In its SAR to the US government, compliance officers at Barclays noted that Genetechma “was identified to have sold four (4) dual purpose helicopters” that were “adaptable for the military” to a business with ties to a sanctioned country. Experts told BuzzFeed News that the model of helicopter identified in the SAR was a type used heavily in the South Sudanese War.

Barclays was also concerned about signs of money laundering that accompanied the deal. After the deal was done, Genetechma sent a payment of $10.2 million to a Cypriot shell company, telling Barclays that the payment was part of the helicopter leasing contract.

Soon after, the company in Cyprus paid the exact same amount, $10.2 million, to yet another shell company, saying that it was a payment for scrap metal. The compliance officers at Barclays believed that “the payment appeared unusual;” they couldn’t identify who owned the second shell company or even where it was based. They were concerned that the deal might be linked to North Sudan.

Louise Shelley, an academic who has studied money laundering, said deals this complex should raise red flags. Legitimate supply chains are “straight and direct for efficiency purposes,” she told BuzzFeed News. “Illicit supply chains have to be convoluted so they're not transparent.”

Barclays, responding to questions for this story, said that under law it could not comment about clients or transactions detailed in SARs, and that the bank believed it had complied with all of its legal and regulatory obligations.

Genetechma did not respond to requests for comment.

The Spy Pleads Guilty

In 2016, he pleaded guilty to covertly working as a Russian agent and was sentenced to 30 months in prison. He was granted an early release after a year.

It was the last known sighting of the spy. His former employer, VEB, continues to operate in the United States. ●

In February, three families in a high-rise building in Guangzhou, China, tested positive for the coronavirus. They didn't know each other, didn't live on the same floor, and hadn't come into contact.

So scientists started to suspect that the virus had spread through the building's plumbing.

Researchers know live coronavirus can be found in human feces and that the virus can spread via small airborne particles called aerosols. So it's not surprising that flushing a toilet can release "bioaerosols" — coronavirus-laden poop particles — that could infect other people. What's more surprising is that these particles seemed to travel across a 12-story gap between apartments in Guangzhou.

In a study published Tuesday, scientists traced the Guangzhou outbreak to a five-person family living on the 15th floor. Four of the family members had traveled to Wuhan, China, in January, while the coronavirus was spreading across the city.

Shortly after the family returned home, two middle-aged couples — one on the 25th floor and another on the 27th —  started feeling sick as well. None of the other high-rise residents tested positive for the virus.

Footage showed that the families hadn't shared an elevator while anyone was infectious, and there was no trace of the virus on the elevator button or in air ducts.

The scientists did find positive virus samples in the five-person family's apartment, however — specifically in the master bathroom. So the researchers released ethane gas down the family's toilet, then checked for that gas in the apartments above. All of the families were under quarantine at the time, so there was no opportunity for the virus to spread through close physical contact.

Sure enough, the researchers found ethane in the middle-aged couples' apartments, as well as in two other apartments on the 16th and 21st floors. That's evidence that bioaerosols might have traveled through the plumbing system. Residents on the higher floors may have inhaled the particles directly or touched surfaces where the particles had landed in their bathrooms.

The coronavirus typically spreads via respiratory droplets after an infected person coughs, sneezes, or talks. Researchers aren't sure about the degree to which the virus gets transmitted via aerosols, since the tiny particles are extremely hard to trap and study without killing the virus.

But a 2018 study showed that bioaerosols generally could linger in the air for 30 minutes or more after a toilet flush.

Researchers think certain environments favor airborne transmission, specifically poorly ventilated rooms. The risk goes down when a space is well-ventilated: According to a May study, the amount of coronavirus aerosol was cut in half after 30 seconds in a well-ventilated room, compared with five minutes in a room with no ventilation. 

In the Guangzhou building, the middle-aged couples said they never opened the windows to their master bathrooms. That may have allowed exhaust fans to recirculate contaminated air throughout those rooms. Poor ventilation may have also helped the virus survive in high concentrations in drainage pipes as it traveled between floors.

The researchers think it was no coincidence that the middle-aged couples who got sick lived on a higher floor than the five-person family, since warm air rises in buildings during winter months. Scientists call it the "chimney effect."

To make matters worse, the middle-aged couples said they didn't regularly use their bathtubs, which might have caused the water seals in their tubs to dry out. That could make it easier for bioaerosols to seep through.

A striking resemblance to a SARS outbreak in Hong Kong

The Guangzhou outbreak isn't the only documented instance of the coronavirus appearing to travel through plumbing pipes. 

In March, a couple living on the 32nd floor of a public-housing development in Hong Kong seemed to pass the virus to a 59-year-old man living two floors above them. Then in June, a 34-year-old woman, also in Hong Kong public housing, appeared to spread the virus to four other apartments that shared the same vertical drainage pipes.

Scientists often point to one past example to show how bioaerosol transmission is possible: In 2003, a patient infected with SARS used the toilet in a housing complex in Hong Kong. The virus then traveled to more than 300 other residents in the complex. Researchers later concluded that virus-laden bioaerosols were to blame.

According to a 2004 study, the SARS patient had "extremely high concentrations" of the virus in their feces and urine. After that person flushed the toilet, bioaerosols may have entered the building's air shaft because the exhaust fan was running and the bathroom door was closed.

From there, a plume may have traveled to the building's upper apartments. An investigative team from the World Health Organization found that the seals in the floor drains had dried out in many of those apartments.

But, like the new Guangzhou research, conclusions about the SARS outbreak in Hong Kong were based on circumstantial evidence: The epidemiologists can't prove bioaerosol transmission occurred. Instead, they deemed it the most plausible explanation after other theories were ruled out.

As scientists continue to study coronavirus aerosols, public-health experts have suggested that people in apartments open their bathroom windows, run the tub more frequently, and close their toilet lids.

The coronavirus disease 2019 pandemic is a stark reminder of the role people and buildings play in the transmission of viruses. The pandemic has led us to review all building systems, particularly those involving airflow, and all procedures and system phenomena that produce aerosols. There is a growing body of evidence that built environment systems contribute to the spread of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). In their current report, Kang and colleagues (1) add wastewater plumbing systems to the catalogue of potential transmission pathways in buildings (1).

Viral transmission dynamics fall into 2 main groups: direct contact between an infected and a susceptible person and indirect contact by a susceptible person with virus shed in droplets or aerosols from an infected person. Indirect transmission occurs when a susceptible person touches a surface contaminated by droplets or aerosols containing infectious virus and then touches their mouth or nose, or by inhaling infective droplets or aerosols from environmental systems.

Kang and colleagues report a case in which transmission probably occurred by indirect contact in an apartment building: Viral particles seem to have been carried on air streams within the pipe network and entered the interior of the building from the wastewater system. Aerosols, typically less than 5 µm in diameter, are light enough to be carried in air, whereas larger droplets tend to fall out of the air before traveling long distances. Kang and colleagues describe a situation in which infectious aerosols may have been formed as the result of turbulent flows within a wastewater plumbing system containing virus-laden feces.

Several studies have investigated the shedding of viral particles in feces (23). Most of these studies looked for evidence of viral RNA in fecal samples; however, the transmission route that Kang and colleagues propose relies on the infectivity of the virus in fecal droplets and aerosols. Although some evidence exists for this, it is weak and based on small studies and case reports. Establishing infectivity is much more complicated than establishing the presence of viral RNA, so more definitive evidence is anticipated to emerge with time.

Work by my team identified the mechanisms involved in transmission dynamics between 2 different interconnected yet separate spaces within a building (45). The work was in response to the World Health Organization (WHO) report in 2003 (6) of a SARS outbreak in Amoy Gardens, a housing complex in Hong Kong, which led to the infection of 321 persons and resulted in 42 deaths (78). The WHO hypothesized that empty U-traps in the plumbing system created a pathway for virus-laden droplets and aerosols to enter bathrooms and spread the infection as residents touched contaminated surfaces. The transmission pathway was aided by mechanical bathroom extract fans and favorable outdoor air conditions, which allowed an additional transmission pathway on the outside of the building.

The Amoy Gardens case highlights the challenges of epidemiologic studies on transmission in high-rise buildings. Kang and colleagues faced similar issues as they struggled to piece together the transmission between different floors in the building they investigated. One of the challenges highlighted in their article is the presence of evidence after the event. They emphasized that in the apartments where the suspected infections occurred, efforts to disinfect the bathroom may have destroyed the evidence in the U-traps. They verified this in apartments 802, 1602, 2102, and 2702, where tracer gas released into the wastewater drainage stack at apartment 1502 was detected in each unit, thus confirming that no water was present in the U-traps. The authors' use of closed circuit television footage to assess movement of the building's occupants, along with the strict restrictions on movement by the authorities, supports the conclusion that infection spread through the wastewater system. However, the authors cast appropriate caution about their findings and have not overstated the evidence.

Although evidence is building, it is not yet strong enough to warrant wide-scale intervention—but does warrant some precautions. The authors and others working in this field highlight the possibility that a virus, such as SARS-CoV-2, may be transmitted in the manner described by Kang and colleagues (1). However, building wastewater systems are a potential reservoir for many other viruses and bacteria; even in the absence of SARS-CoV-2, this is a cause for concern. After the SARS outbreak of 2002 to 2003, efforts to formally regulate wastewater systems—similar to regulation of water supply systems to control such pathogens as Legionella—failed to gain traction. Other innovations developed at that time to deal with air pressure surges, a common cause of empty U-traps in high-rise buildings, are currently used in some locales but are not common practice (9). In another development, a method was invented to determine whether a system is sealed, but this likewise has not been used widely (10).

In conclusion, Kang and colleagues add to the growing body of evidence that wastewater plumbing systems, particularly those in high-rise buildings, deserve closer investigation, both immediately in the context of SARS-CoV-2 and in the long term, because they may be a reservoir for other harmful pathogens.

Officer Baimadajie Angwang, 33, a community affairs cop with the 111th Precinct in Queens of Tibetan origin, reported to two Chinese consulate officials in the city since 2014, according to a criminal complaint filed Monday.

“Baimadajie Angwang violated every oath he took in this country. One to the United States, another to the U.S. Army, and a third to this Police Department,” NYPD Commissioner Dermot Shea said in a statement.

The investigation into Angwang found that he “reported on the activities of ethnic Tibetans, and others, in the New York metropolitan area to the Consulate,” and “spotted and assessed potential ethnic Tibetan intelligence sources in the New York metropolitan area.”

Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) may be transmitted through fecal aerosols, according to both a study and editorial recently published in the Annals of Internal Medicine.1,2

The coronavirus disease 2019 (COVID-19) pandemic has led to a review of all building systems involving airflow and all procedures and systems that produce aerosols. There are 2 main groups of viral transmission: direct contact between an infected and a susceptible person, and indirect contact by a susceptible person with virus shed in droplets or aerosols from an infected person. This indirect transmission occurs when a susceptible person encounters surfaces or air that are contaminated with droplets or aerosols that contain infectious virus, and the virus is transferred to their mouth or nose or inhaled from environmental systems.2

Most authorities state that SARS-CoV-2 is transmitted mainly by close contact and fomites; however, there is increasing evidence that SARS-CoV-2 viral particles may shed in feces. Researchers from China investigated a case in which transmission through indirect contact occurred in an apartment building via particles carried on air streams within the pipe network that entered the interior of the building from the wastewater system.1

This reported case involved an outbreak of 9 confirmed cases of COVID-19 in a high-rise apartment building (3 vertically aligned flats; block X) in Guangzhou, China, during a period of social distancing.1 Block X includes 29 floors with 3 apartment flats on floors 2 through 28, and 2 flats on floor 29, for a total of 83 flats. In total, 9 infected patients, 193 other residents of the building, and 24 building management staff were included in the case.

Associated environmental variables were examined to verify the role of fecal aerosols, including closed circuit television footage used to assess the movement of the buildings’ occupants; 237 surface and air samples taken from 11 of the flats, public areas, and building drainage systems; and tracer gas that was released into bathrooms as a surrogate for virus-laden aerosols in the drainage system.

Results suggest that fecal aerosol transmission may have caused the community COVID-19 outbreak based on circumstantial evidence. The 9 infected patients included 3 families. The first family had history of travel to Wuhan, China, the epicenter of COVID-19; the other 2 families had no travel history and a later onset of symptoms. The observed infections and the locations of positive environmental samples are consistent with the vertical spread of virus-laden aerosols via these stacks and vents. "New York City was among three cities labeled anarchist jurisdictions by the Justice Department on Sunday and targeted to lose federal money for failing to control protesters and defunding cops, The Post has learned.

Portland, Ore., and Seattle, Wash., were the other two cities on the list, which was approved by US Attorney General William Barr.

When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest, Barr said in a statement set to be released Monday.

Paul Ryan, the former House speaker, had his dash up the career ladder disrupted. Under Mr. Trump, Mr. Ryan oversaw an explosion of the national debt, ruining his image as a fiscally disciplined wonderwonk. He was also constantly beaten up by Mr. Trump, even as he indulged the presidents worst impulses. Rather than wait around for his party to get trounced in the midterms, Mr. Ryan announced in April 2018 that he would not run again.

The carnage stretches beyond the government. The National Rifle Association and its longtime frontman, Wayne LaPierre, spent truckloads of cash getting Mr. Trump elected in 2016. In return? The group has spent the Trump era rent by infighting and plagued by possibly existential legal and financial troubles.

One of Mr. Trumps most zealous evangelical supporters, Jerry Falwell Jr., was recently nudged out as head of Liberty University following a sex scandal that included his wife and a former pool attendant. The universitys board has announced an investigation of the schools operations under Mr. Falwell.

More broadly, the entire white evangelical brand has been soiled as even many people of faith question this demographics unwavering devotion to a president of such moral flexibility.

A more personal loss for Mr. Trump may be the defenestration of David Pecker. As the head of American Media, The National Enquirers parent company, Mr. Pecker promoted Mr. Trumps political career: slathering him with praise, denigrating his opponents and doing catch and kill, burying potentially damaging news. Some of Mr. Peckers tactics drew legal scrutiny. Last month, Mr. Pecker was bumped from leadership of American Media, recently renamed A360Media, to the post of executive adviser.

Though much of the conservative news media has flourished in the Trump era, a couple of players have overstepped. Trish Regan went so far into coronavirus-response-is-aimed-at-bringing-down-the-president nuttiness that Fox Business put her show on indefinite hiatus. John Solomon, formerly of The Hill newspaper, was once considered a serious journalist. Now, he may be best remembered as a peddler of the Hunter Biden-Ukraine conspiracy.

Russian spies have undermined America for nearly a century. Their goals during and after the cold war were the same: Subvert the United States, sabotage its power, poison the body politic. They used the weapons of political warfare: deception, disinformation, espionage.

Their American agents held positions of power and authority. They infiltrated the Justice Department, the State Department, and all of America’s national-security agencies. Turncoats at the FBI and the CIA gave the Russians keys to the kingdom of American intelligence. Their treason went undetected for many years. A Nazi-hunting congressman, Samuel Dickstein of New York, became a Kremlin spy in 1937. His work stayed secret for six decades.

Four years ago, the KGB veteran Vladimir Putin pulled off the greatest coup of political warfare since the Trojan Horse: He helped put Donald Trump in the White House. Ever since, Trump has been a priceless asset for the Russians, a point man for their war on American democracy. It’s no secret that Trump echoes Russia’s political propaganda, stands with Putin against American spies and soldiers, and undermines the pillars of American national security. No secret that he tried to erase the evidence of Russia’s attacks on the last presidential election. Now he’s trying to drown out warnings that they’ll attack the next one.

The mystery is why.

I’m not saying Putin pays him. No one has a grainy photo of Trump pocketing Kremlin gold. But there are many kinds of secret agents in the annals of political warfare. Some were compromised by money troubles or blackmailed over sex. Some served their cause without comprehending Russia’s goals—they were poleznyye duraki, useful idiots. Some were in thrall to Russia’s authoritarian ideology. And most served Russia without ever being recruited. They volunteered.

Trump serves Putin in a very specific way. He’s an agent of influence.

That’s someone in a position of authority who’s under the sway of a hostile government. Someone who can use their power to influence public opinion or make political decisions that benefit whoever manipulates them. That’s how American intelligence defines it. The Russians, who first perfected the concept, see it a little differently. To them, an agent of influence doesn’t have to be controlled, recruited, or paid. They just have to be useful.

Leon Panetta, who ran the CIA and the Pentagon under President Obama, has no doubt about it. He told me that, by any definition, “Trump, for all intents and purposes, acts as an agent of influence of Russia.”

I’ve interviewed veteran American spies, spymasters, and spy-catchers all summer for a podcast called Whirlwind, based on my new book, The Folly and the Glory: America, Russia, and Political Warfare: 1945-2020. Almost all concur with Panetta. But they have other theories as well. There’s the useful idiot scenario. Or maybe it’s money: the Russians might have kompromat—compromising information—about Trump’s finances. And some think it might be worse than that.

All agreed with Fiona Hill, who served under Trump as the National Security Council’s director for Russia, that Moscow sized him up as a mark long ago.

Putin’s KGB experience made him an expert at “manipulating people, blackmailing people, extorting people,” she told the impeachment inquiry last year. “That’s exactly what a case officer does. They get a weakness, and they blackmail their assets.” She concluded: “I firmly believe he was also targeting President Trump.”

Trump had almost all the traits Russian intelligence officers love to exploit: his transactional sex life, his greed, his corruption, his ego. He first visited Moscow in 1987, a vainglorious businessman seeking to build a luxury hotel across Red Square from the Kremlin in partnership with the Soviet government. Then he started dropping hints about running for president, and he took out full-page ads in The New York Times and the Washington Post arguing for dismantling America’s strategic alliances in Asia and the Middle East. Soon shady Russians were sidling up to him at his Taj Mahal casino in Atlantic City. And a generation later, he was still running for president—and still trying to build that hotel in Moscow, though he denied it.

“I have no doubt that Donald Trump was a target” from his days as a businessman, said Rolf Mowatt-Larssen, a former CIA station chief in Moscow. He sees Trump’s increasingly authoritarian ideology as a key factor in his adherence to Putin. “The most disturbing thing I've learned about Donald Trump is the level to which he identifies with Putin,” he told me. “I'm saying this as a CIA officer who's trained to look for this as the most important element of a sure-fire recruitment case—where you can get someone who's on your ideological side. And Donald Trump exhibits a shocking degree of ideological solidarity with Vladimir Putin, doesn't he?”

“We don’t know how much Trump’s casinos and his real estate empire and his resurrection from bankruptcy depended on KGB capitalists or Kremlin- connected oligarchs.”

Is the president of the United States really a Russian asset—witting or unwitting? The CIA veteran John Sipher, who served in Moscow and ran spy operations against the Russians for more than 20 years, said that Trump “is certainly being used and manipulated, and is witting and willing to a certain extent. The question is whether the Russian success is because Trump is simply so easy to read and manipulate—or is he complicit over some fear of kompromat? Is he an asset, in the English language sense of the term, to the Russians? Yes, he is. He's essentially following their playbook. He is essentially mouthing their talking points. Somehow people are getting Russian talking points in front of him. And he's doing them.”

We don’t know how much Trump’s casinos and his real estate empire and his resurrection from bankruptcy depended on KGB capitalists or Kremlin-connected oligarchs—or whether his financial connections with Russians gave them kompromat to use against him. We won’t know until criminal investigators take a deep look at his finances. And one day soon, they likely will.

“I do believe that there is probably kompromat that the Russians were able to collect on Trump,” Steve Hall, who also served as a CIA station chief in Moscow, told me. “But really, in my mind, I think that probably the most important thing that Vladimir Putin has figured out, and he has over Trump, is that Trump so much values himself as a powerful self-made man.” He continued: “The ability of Vladimir Putin to call Trump up on the phone—in one of these many phone calls that we don't end up hearing much about—or perhaps private meetings where nobody else is there,” and saying, “‘Hey, Donald, let's not forget why it is that you're where you are.’”

“He had significant help and a lot of it came from the Kremlin,” Hall said. “That would really be a useful piece of compromising information over Donald Trump.”

Trump, of course, has insisted that his business empire has “nothing to do with Russia.” He’s said a thousand times that the idea that he has a nefarious connection with Russians is “a hoax.” We might know more about his ties to Russia if the FBI had ever conducted a serious counterintelligence investigation of the matter. But Trump’s Justice Department seems to have killed the case, fearing the repercussions of a mole hunt at the White House.

“In Trump’s vision of America, all power resides in the president: Congress can’t control him, courts can’t judge him, and laws can’t constrain him.”

The CIA veteran Mowatt-Larssen spent years tracking down the CIA and FBI traitors who served the KGB in the ’80s and ‘90s. He put on counterintelligence hat when I asked him, “Given the flattery, the praise, the political support that Putin has lavished on Donald Trump—and given Trump's desire to be an autocrat in the style of Putin—when it comes to the president of the United States serving the interests of the Kremlin, Putin doesn't have to recruit Trump. Trump recruited himself. Right?”

He thought long and hard about this. “That’s true,” he said. “But then I have to ask the obvious question: Is that all it is? Is it only that Putin is such a master manipulator and that Trump is so vain that he loves it? Or is there a deeper explanation for this inexplicable behavior? Because I cannot, I could never have imagined that an American president could essentially, whether it's witting or unwitting, betray American interests so thoroughly to the Russians as has occurred in the last four years.”

Trump hammers away at America’s alliances. He smiles upon dictators and autocrats. When great throngs of people in Hong Kong and Prague and Minsk take to the streets demanding their right to liberty, the silence of the White House is deafening.

No less than Putin, Trump conducts political warfare against the American government. He attacks the rule of law, the freedom of the press, and the legitimacy of elections. He spews propaganda and hatred into political discourse. He denounces his political foes as criminals and threatens them with prison.

In Trump’s vision of America, all power resides in the president: Congress can’t control him, courts can’t judge him, and laws can’t constrain him. His insistence that his official acts are infallible requires Americans to reject the evidence of their eyes and ears. He works to erase the criminal record of the Kremlin’s political warfare, and to promote conspiracy theories absolving Russia of its attacks on the last election and the next, thus “abetting a Russian covert operation to keep him in office for Moscow’s interests, not America’s,” in the words of the former CIA chief John Brennan.

He undermines the architecture of American national security. He shuts his eyes to the CIA’s reporting when it clashes with his invincible ignorance, and he scorns his Pentagon chiefs on matters of life and death. He defames distinguished American ambassadors as “human scum,” trashes FBI agents as subversive traitors, and vilifies CIA officers as Nazis. He has now purged the national intelligence directorate, installed dishonest partisans, and cut off the flow of intelligence reporting to Congress and the American people, a smoke screen obscuring the threat of Russian attacks intended to help him win re-election.

“With the Kremlin backing Trump as the chaos candidate, there is no foretelling the lengths he will go to stay in power.”

The president, no less than Putin’s political warriors, infects the American body politic with falsehoods, inflaming anger, poisoning discourse. Trump’s billion-dollar reelection operation uses digital disinformation strategies adopted from the Russians. His response to the coronavirus is a torrent of lying and denying, evoking the Soviet reaction to Chernobyl. With the Kremlin backing Trump as the chaos candidate, there is no foretelling the lengths he will go to stay in power, how he will react if and when the people put an end to his presidency, whether he will surrender the White House peacefully if defeated, or rule as a despot if he prevails.

Almost 40 years ago, as the cold war raged, Ronald Reagan held his first news conference as president. He said that the Russians played by different rules than Americans: “They reserve unto themselves the right to commit any crime, to lie, to cheat,” he said. “We operate on a different set of standards.” But if those standards ever held true, they don’t anymore.

The tragedy is that Trump will lie, and he will cheat, to stay in power.

And in that way, he has made America more like Russia.

The terrible question at the heart of the matter remains: What is the influence that Putin has on Trump? And that mystery never has been fully investigated. Not by the FBI. Not by the CIA. Not by Robert Mueller. Not by Congress. I asked Mowatt-Larssen what he would do if he were in charge of American intelligence and the FBI came to him and said, "We have a national security nightmare on our hands. We are afraid that the president of the United States is, in some unknowable way, in the sway of Vladimir Putin."

He said he would tell the CIA and the FBI to create a small team of mole-hunters to see “if there is any merit to the possibility that the president is a Russian spy.” He continued: “I’d give them carte blanche to look at anything they need to do, over as long as they needed to do it, in total secrecy. So no one would be even aware of the existence of the unit.”

I asked, “And you do this knowing that that investigation could last for years and for decades?”

“You have to,” he said. “And the reason you have to is that's what history suggests we may have to be prepared for.”

The death of liberal Supreme Court Justice Ruth Bader Ginsburg gives President Donald Trump an opportunity to add another conservative to the bench, shifting the powerful high court’s ideological balance further to the right with potentially far-reaching consequences for the country.   
 
With a new super-majority on the bench, conservative forces could prevail on issues ranging from abortion rights to immigration to expanding executive powers. Until now, Trump has essentially retained the status quo on the bench by appointing two conservative jurists Neil Gorsuch and Brett Kavanaugh — to succeed other Republican-appointed justices.
 
Now, with the death of Ginsburg, Trump can do something no other president has accomplished in a generation: replace a liberal justice with a conservative jurist.  The last time this opportunity presented itself was when Republican President George H. W. Bush nominated conservative judge Clarence Thomas in 1991 to replace liberal icon Thurgood Marshall on the court.   
 
Appointed to the Supreme Court in 1993, Ginsburg, who died at her home in Washington Friday at the age of 87 after five bouts with cancer, was the oldest and longest serving liberal justice on the nine-member Supreme Court.  
 
For months, as Ginsburgs health deteriorated, liberals worried that her death would enable Trump to nominate a replacement ahead of the November election regardless of whether voters decide to re-elect Trump for a second term.
   
For many liberals, their worst fears have been realized.  The next nominee is all but guaranteed to be well to the right of Kavanaugh and Gorsuch, Trumps two choices to the high court, said Gabe Roth, executive director of the left leaning Fix the Court.
 
A lifelong champion of womens rights, Ginsburg served as a federal judge from 1980 to 1993 when President Bill Clinton nominated her to the Supreme Court to become only the second woman in history to serve on the bench. Before her career as a federal jurist, Ginsburg made a mark as a womens rights advocate at the American Civil Liberties Union in 1970s, leading high-profile litigation against gender discrimination.  
 
Known for speaking her mind, she famously clashed with Trump during the 2016 presidential campaign, calling him a faker, prompting the real estate mogul to call on her to resign.  
 
In a statement issued late Friday, Trump praised Ginsburg as a “fighter,” saying her legal opinions “inspired all Americans, and generations of great legal minds.”  
 
I have four daughters, and I told them just now that this woman singlehandedly established rights for women as equal human beings, said Kimberly Wehle, a professor of law at the University of Baltimore.  Of course, there are many, many women and men that contribute to that. But in terms of how the law was shaped, it was her work as a lawyer and of course as a Supreme Court justice.

With Ginsburgs passing, the Supreme Court is ideologically divided between five conservatives including the two Trump nominees and three liberals. Conservative Chief Justice John Roberts has sometimes served as a swing vote.   
 
The addition of a sixth conservative justice would strengthen what conservatives have long viewed as a tenuous hold over the court.
    
It makes a big difference whether you have six conservative-leaning justices on the court or five conservative justices on the court, John Malcolm, Vice President for the Institute for Constitutional Government at the conservative Heritage Foundation.   
 
The Heritage Foundation and the conservative Federalist Society have both advised the White House on Trumps judicial nominees.    
 
Gorsuch and Kavanaugh — while solidly conservative — have occasionally broken ranks and voted with the court’s liberal wing on key issues.   Trump, who campaigned on appointing conservative judges four years ago and takes pride on his judicial appointment record, recently released a list of 20 potential Supreme Court nominees, describing them as jurists in the mold of the late Supreme Court Justice Antonin Scalia and current conservative justices Clarence Thomas and Samuel Alito.  
 
Among the front runners on Trump’s list are Amy Coney Barrett, Amul Thapar and Thomas Hardiman, all currently appeals court judges.   
 
If Trump decides to replace Ginsburg with another woman, Barrett will likely be considered the front runner, Malcolm said.  
 
Barrett, 48, was appointed to the federal court of appeals for the seventh circuit in 2017.   
 
Malcolm described her as a believer in textualism and originalism constitutional interpretation theories championed by conservatives.
 
I would say the same thing about just about everybody on the president’s list, Malcolm said.  
 
Wehle, who is the author of a book about the U.S. Constitution, said the appointment of another conservative justice could affect a host of contentious issues: abortion rights, immigration, health care, the separation of church and state and others.  
 
It takes two thirds of a majority of both houses of Congress and ratification by three quarters of the states to amend the Constitution through the will of the people, Wehle said.  But it only takes five lifelong members of the United States Supreme Court to effectively amend the Constitution in a decision.  
 
The prospects are good that Trump will prevail in appointing a conservative to succeed Ginsburg, even if he loses to Democrat Joe Biden in the Nov. 3 election. With the help of Senate Majority Leader Mitch McConnell of Kentucky, Trump could try to push through a nomination before the election or more likely during the lame duck session of Congress after the election.
