Officials: Gender Reveal Pyrotechnic Sparked California Wildfire | MSNBC
China says it has successfully tested a reusable spacecraft, widely believed to be a space plane that could enable frequent and low-cost access to space but the mission remains shrouded in mystery.
Yesterday, Sunday, September 6, the state-run Xinhua News Agency said the vehicle had returned to its scheduled landing site following a two-day mission in orbit. It had launched on a Long March 2F rocket on Friday, September 4 from the Jiuquan Satellite Launch Center in the Gobi Desert.
The successful flight marked the countrys important breakthrough in reusable spacecraft research and is expected to offer convenient and low-cost round trip transport for the peaceful use of the space, Xinhua said.
The landing site is thought to have been in the Taklamakan Desert in northwest China, although that has not been officially confirmed.
Based on observations from independent observers on the ground, the vehicle reached an altitude of about 350 kilometers. It was initially launched at an orbital inclination of about 45 degrees, but then performed a dogleg maneuver to change its inclination to 50 degrees shortly after launching.
However, the exact nature of the vehicle itself, and what it did in space, remains unclear. China is known to have been developing space plane technology, but the sudden announcement of this launch came somewhat out of the blue.
Its not known if the vehicle on the rocket was a prototype space plane designed to one day carry humans, or something more similar to the U.S. Air Forces X-37B space plane, itself used for unknown missions in Earth orbit.

An unnamed military source quoted by the South China Morning Post seemed to suggest the latter, saying maybe you can take a look at the U.S. X-37B regarding the spacecraft.
They added there were many firsts in this launch, which meant there was a need to make sure there is extra security and hence the secrecy around the launch more so than on other Chinese space missions.
And there were suggestions that, like the X-37B, Chinas vehicle may have released something in orbit. Reports hinted at something being released two orbits before the space plane returned to Earth, and while what this object was isnt clear at the moment, there has been some speculation.
Chinese crew capsules have previously released Banxing small companion satellites for monitoring, China space journalist Andrew Jones noted in SpaceNews. An experimental new-generation crew spacecraft released a test inflatable reentry and descent technology module in May. The experiment suffered an anomaly during re-entry.
If this was indeed a space plane, China would become only the third nation to have successfully sent such a vehicle into orbit after the U.S. and the Soviet Union.
It would also be another impressive feather in the cap for China, which has already completed a number of other firsts this century including sending humans to space, landing on the Moon, and launching to Mars.
But many will now be watching developments with this space plane very closely, to see exactly what China plans to use it for.

Interviewers often ask me: What do you think the ideal capitalist society would look like? I believe there is an urgent need for more capitalism, but do not think anyone benefits from utopian ideas of the perfect capitalist society.
The Age Of Reform: 1980 to 2000
All countries suffer from government overreach and state interference in economic life. From the early 1980s until the beginning of the new millennium a definite movement emerged in many countries around the world to push back the state and carve out more freedom for market forces:
-In China, Deng Xiaoping launched a program of free-market economic reforms and introduced private property rights. The result: the proportion of the Chinese population living in extreme poverty fell from 88 percent in 1981 to less than 1 percent today.
-Great Britain, the sick man of Europe in the 1970s, saw Margaret Thatcher push forward with privatizations and tax cuts from 1979. The result: new companies and jobs were created and Britains economy rebounded.
-In the United States, Ronald Reagan implemented a series of free-market economic reforms from 1981 to 1989, unemployment and inflation fell and the economic situation for households all across America improved.
-Sweden cut taxes and deregulated the labor market in the 1990s, thereby eliminating the excesses of the socialist welfare state. This was the launchpad for a significant economic upturn.
-In Germany, Gerhard Schröders sweeping package of social reforms, Agenda 2010, was implemented in the early 2000s to overhaul the economy, cut taxes and restructure the labor market. The reforms halved unemployment and laid the foundations for a long-term economic upswing.
The State Strikes Back
The situation around the world is very different today. In China, those forces that place more emphasis on the role of the state have gained in strength. In the United States, Donald Trump is in power and has reduced taxes and deregulated in some areas, which is positive, but at the same time, he is pursuing protectionist policies that jeopardize the gains achieved by globalization. In Germany, no free-market economic reforms have been implemented since Gerhard Schröder. In fact, Germany has gone back to some of its bad old ways. A number of Schröders reforms have been reversed and many sectors of the economyespecially the energy industry, the housing industry and the automotive industryare being saddled with increasingly stringent state intervention and regulation. In France, Emmanuel Macron has announced a program of crucial reforms, including drastic changes to the labor market, but he has met massive resistance from trade unions and has not been able to assert his vision in the face of entrenched statism.
A Capitalist Utopia?
In every country, libertarian movements have put forward alternative plans to counter peoples enduring faith in big government solutions. Unfortunately, national and regional libertarian organizations often remain far too weak to wield serious influence, in part because the arguments their members put forward are in many cases overly abstract and theoretical, which makes them difficult for broad sections of the population to understand. Some dream of a libertarian utopia with no central governmentof a purely capitalist society in which the market determines everything. I am skeptical about all utopian ideals and against all concepts for a perfect society.
Capitalism, unlike socialism, is not a system conceived and constructed by intellectuals. It is an economic order that has developed according to the principles of evolution, just as animals and plants developed and continue to develop in nature, without the need for a centrally coordinated guiding plan or theory. One of the most important findings highlighted by the economist and philosopher Friedrich August von Hayek is that the origin of functioning institutions lies not in contrivance and design, but in the survival of the successful, whereby the decisive factor ... is the selection by imitation of successful institutions and habits.
My core argument against socialists is this: Where has your socialist utopia ever existedin the real world, not in books? Socialists cant give a single example of a real-life, effective socialist system. I ask the same question whenever I speak with proponents of libertarian utopias: Has a large-scale society ever implemented pure capitalism? Where and when has the vision of a libertarian utopia ever become a reality?
My main objection to socialists is that anyone can dream up an intellectual construct. And whenever contrived visions of a perfect or ideal society are compared with reality, reality is always going to come off second best. It would be no different to comparing an actual marriage with the idealized description of a perfect relationship in a tacky romance novel. However, this argument against socialists loses its teeth if the idea of a socialist utopia is countered with visions of a capitalist or libertarian one.
Another argument against socialism is that history is full of examples of people striving to design the perfect society. Without fail, their efforts always achieve the exact opposite. Dreams of a perfect world should be left to religions. Political religions of whatever kind seem to nourish a basic human craving for a better society. In a secular world, such ideologies rise to fill the void as religious beliefs decline.
Human happiness has never been enhanced by radical utopians. Most frequently, progress has been achieved by radical reformerspeople such as Deng Xiaoping, Ronald Reagan and Margaret Thatcher. They were not trying to create a perfect society, they were acting pragmatically to push back the state wherever it was too strong. The goal today must be to dare more capitalismand that means showing courage and committing to far more capitalism. Neither the pure capitalist society nor the radical-libertarian vision of a society without government have ever existed anywhereand they will never exist.

Was Brenton Tarrants silence and acceptance of sentence in court a final act to expand his notoriety? Was his disavowal of previously expressed ideological views a trick?
A person capable of planning the Christchurch mosque attacks so methodically may well have mapped the last public chapter, too. By saying little and expressing no real remorse, alone and without even his own lawyer, was he hoping the world would see a determined stoicism, an enigma?
Or did he simply realise the controls around court behaviour were so well designed that he couldnt hijack proceedings?
For now at least, we cant know. All we can say for sure is what the court has heard over the days leading to todays sentence of life in prison with no minimum parole: using overwhelming firepower against defenceless civilians he took the lives of 51 men, women and children, injured many more and left even more bereft.
His silence notwithstanding, then, he is not an enigma. As the first person in New Zealand to be convicted of terrorism, he comes from the same dark place that spawned the likes of Anders Breivik in Norway, Darren Osborne (who drove a truck into Muslim worshippers in London in 2017) and Dylann Roof (who attacked black parishioners in a South Carolina church in 2015).
Tarrant had even carved the names of Alexandre Bissonette (who attacked a mosque in Quebec in 2017) and Luca Traini (who attacked African migrants in Italy in 2018) on the magazines of his guns.
So now he joins that list of mass murderers, animated by a hatred of tolerance, equality and multicultural values, who came to believe indiscriminate violence against unarmed civilians was justified. The First Ever Non-Parole Sentence
If this was America, he could have been sentenced to death or given a cumulative jail sentence of over 1,000 years. Neither option is available in New Zealand. There are many good reasons for having no death penalty, including in this case the denial of any aspirations to martyrdom.
The most extreme penalty New Zealand law does allow is jail for life without any minimum parole period. Although a sentence of 30 years without parole has been imposed, life without parole has never been given.
It is fair to say that Judge Mander, who did an excellent job throughout, met public expectation with his decision to ensure Tarrant never again walks outside a guarded wall. What the Law Demands
Such a sentence is justified if the court is satisfied no minimum term of imprisonment would be enough to satisfy the main considerations: accountability, denouncement, deterrence or protecting the community.
In short, the Sentencing Act sets out the purposes of sentencing: to hold the offender to account for the harm done to the victims and the wider community, to denounce the crime and deter others from replicating those acts.
Supplementary principles a sentencing judge must consider include the gravity of the offending and its seriousness compared to other types of offences. The judge is required to impose the maximum penalty prescribed for the offence if the offending is within the most serious of cases for which that penalty is prescribed (unless there are mitigating circumstances).
The only mitigation that would have carried weight in this case was Tarrant pleading guilty and therefore shortening proceedings. Other mitigating factors, such as remorse or offers to make amends, were not to be seen or were deemed not genuine. Placing the Victims First
The other principle Judge Mander had to take into account relates to the effect of the offending on the victims. As the 91 victim impact statements heard over three days made clear, those victims displayed remarkable fortitude, bravery, wisdom and humanity. But the black hole of pain the killer left in his wake is near incomprehensible.
Further aggravating factors justifying this sentence were that these were pre-meditated crimes of hate, terrorism, particular cruelty and involved the use of weapons.
Tarrant ticked all of the boxes. The enormity of his crimes made them unlike anything that had gone before. New Zealand has experienced mass shootings in the past, and murders based on racial hatred, but nothing of this scale.
On top of that, no one had employed the internet to spread hatred as happened in Christchurch, nor has anyone pleaded guilty to an act of terrorism before.
When all of these considerations were put on the scales of justice, Judge Mander would have seen that, small acts of mitigation aside, an unprecedented sentence was the only appropriate outcome for an unprecedented crime.

Report: Netflix could reach as many as 500 million subscribers by 2030, up from its current total of just under 200 million.
Netflix is already the top streaming service and gained a huge amount of new subscribers during the early months of the coronavirus pandemic. But does Netflix still have room to grow?
According to one analyst, it does.
RBC analyst Mark Mahaney, as reported by The Street, published a note recently which predicted that Netflix could reach as many as 500 million subscribers by 2030, up from its current total of just under 200 million.
Where will those new subscriptions come from? Mahaney also predicted that Netflix will reach 57 percent market share of global broadband households (outside China), from its current total of 29 percent. He also raised his price target to $610 a share, a 15 percent increase. The companys stock was trading at $506 a share as of Tuesday morning.
"We view the steady expansion in U.S. contribution margins as demonstrating the company's profitability, with its fixed-cost content nature and historically declining churn rates suggesting further margin expansions," the analyst wrote. We also view Netflix as one of the best derivatives off the strong growth in online video viewing and in internet-connected devices.
The RBC report comes on the heels of earlier fears that the pandemic, which caused a shutdown in production for much of the entertainment industry, could lead to a reduction of new programming, which could in turn cause Netflix to lose subscribers.
Another analyst, Michael Pachter, of Wedbush Securities, had made that case last month in a note.
We suspect that this phenomenon has already begun and led to the companys lackluster guidance for Q3 net sub additions, Pachter wrote August 24. Once the pace of its delivery of new content begins to wane, we expect Netflix to see higher churn and much slower subscriber growth.
Netflix, however, has a huge amount of movies and TV shows banked, which they have the ability to spread out further over time, while Netflix also has the ability to acquire movies from Hollywood studios, which it has already begun to do.
Meanwhile, Nielsen recently put out its first weekly ratings for streaming services. And while the ratings only cover shows on Netflix and Amazon Prime Video, Netflix dominated, taking up the entire top ten in the ratings, which covered August 3-9. The original series The Umbrella Academy took the top spot, but the rest of the top ten was taken up by such legacy content as Shameless, Greys Anatomy, Parks and Recreation, The Office and Criminal Minds.
Nielsens ratings were measured by the metric of minutes viewed, which gave the advantage to those series, which have many seasons and many episodes, whereas most Netflix original shows have shorter seasons, and fewer of them. The United States force in readiness is combining a few already-existent platforms into potent ship-killers.
As a part of the United States Marine Corps (USMC) massive shift from being a Second Army towards being an extension of naval power projection in the Pacific, the Corps is preparing to take down Chinese ships and aircraft carriers. By adapting platforms that are already in use with other branches of the military, the USMC hopes to rapidly field a potent anti-ship capability. Heres how. Navy Marine Expeditionary Ship Interdiction System
One of the more novel approaches to anti-ship warfare the Marine Corps is developing involves unmanned, land-based dronesthe Navy Marine Expeditionary Ship Interdiction System (NMESIS). The NMESIS mates the Navys new Naval Strike Missile, a sea-skimming anti-ship missile, with an unmanned Joint Light Tactical Vehicle. The JLTV, sans cab space, would be remotely operated, probably from any one of a number of islands that dot parts of the Western Pacific Ocean and would provide a rugged and quickly maneuverable anti-ship capability.
While the Corp already has a land-based land attack capability with the High Mobility Artillery Rocket System (HMARS), the mobile multiple rocket launcher platform struggles to hit non-stationary targets like moving ships. The Naval Strike Missile on the other hand is highly maneuverable.
Although some details about the Naval Strike Missile are unknown, the manufacturer Kongsberg lists its range as greater than 100 nautical miles, or about 185 kilometers. Rather than a top-attack flight profile, the NSM can fly at an extremely low sea skimming altitude at high subsonic speeds in order to evade enemy radar. It is also capable of high-G end game maneuvers during its terminal flight phase to evade anti-missile defenses.
In December, the Corps successfully test-fired the Naval Strike Missile (NSM) from a JLTV truck to prove the platforms ability to carry and fire the NSM. Concept art renderings show a recognizable JLTV grill and lights with a HMARS-like missile erector/launcher system mated to the frame. Tomahawks
Another USMC project running in parallel to the NMESIS program is an effort to adapt the Tomahawk missile for hitting ships at sea from fixed positions on land, made possible by the Americas 2019 withdrawal from the 1987 Intermediate-Range Nuclear Forces Treaty.
The treaty, signed by the United States and the Soviet Union, barred both countries from fielding land-based cruise missiles and ballistic missiles with 500-5,500 kilometer ranges, though this did not apply to air- and sea-launched variants. Depending on the variant, Tomahawk missiles range from 1,300 to 2,500 kilometers. Postscript
While the NMESIS platform will provide a short-term anti-ship missile solution, in the long term, the Corps would like to supplement the platform with a Ground-Launched Cruise Missile (GLCM) that would be able to strike targets from even farther away than the NSMand maybe forcing the Chinese Navy farther out to sea. At the intersection of a natural hazard and a pandemic is a decision process fraught with contradictions.
With the Hurricane Laura hitting Louisiana and Texas as an extremely dangerous Category 4 storm and wildfires menacing the western U.S., millions of Americans are facing the complex risks of a natural disaster striking in the middle of a pandemic.
The steps people normally take to prepare for a severe storm or to evacuate can contradict the public health recommendations for protecting themselves and others from COVID-19. Thats what millions of people were facing as Hurricane Laura intensified in the Gulf of Mexico. More than half a million people were under evacuation orders, including the cities Galveston, Beaumont and Port Arthur, Texas.
My urban resilience lab at Texas A&M University has been examining interactions between urban infrastructure, systems and people in disasters. At the onset of the COVID-19 pandemic, we launched a study into the effect of the pandemic on urban systems during a natural disaster, applying similar methods we used during extensive research on Hurricane Harvey, which flooded Houston in August 2017.
Our research shows that compound disasters have complex ramifications. At the intersection of a natural hazard and a pandemic is a decision process fraught with contradictions. Storm Prep and Evacuations Raise the Risks
During the three days before Hurricane Harvey hit, the number of grocery store and gas station visits in the Houston area increased by 50% to 100%. People didnt think twice about running to the store.
As Hurricane Laura headed for the Louisiana and Texas coasts, residents were in very a different situation. The rise of COVID-19 illnesses and deaths across the South during the summer meant people were encouraged to self-quarantine and limit their social contact to prevent transmitting the coronavirus. They could still wear masks in stores, but keeping the recommended six feet apart gets harder when stores get crowded. It means spending more time waiting with others in lines and jostling in the aisles. Research shows that both the amount of virus and the amount of time a person is exposed to it have an impact on whether they get infected and how severely.
An even more onerous complication for both authorities and residents is evacuation.
The decision to evacuate in the face of even a single hazard, whether a wildfire or a hurricane, is difficult. Sheltering in place can mean life-threatening conditions, prolonged power outages and disrupted access to critical facilities. Evacuating means leaving behind ones house and possibly animals to an uncertain fate.
Thats complicated further when an emergency shelter is the best choice, but staying in one can mean a higher risk of being exposed to someone infected with the coronavirus. Which Areas are Most Vulnerable?
Authorities assess many variables when deciding between mandatory and voluntary evacuations. In the face of a pandemic, they now also have to think about disease transmission and not just in individual emergency shelters but also on a larger scale. When a large population moves from an area with a high rate of disease spread to a less affected area, it can put the local population at higher risk.
Using data on social vulnerability, pandemic risk and hazard probability, my lab created an interactive map that pinpoints sources of vulnerability. The goal is to enable disaster response managers and decision makers to recognize the compound risks posed by the confluence of the pandemic and any natural hazard.
The compound hazard risk index takes into consideration the social, physical and pandemic risks at the local level, enabling each county or community to make informed decisions. It also raises warnings about vulnerable groups, such as the elderly and low-income communities, which may suffer a disproportionate risk of infection.
We found several counties with significantly high levels of compound risks.
For example, Harris County, Texas, home to Houston, has a large number of COVID-19 cases and is also vulnerable to the impacts of hurricanes. When a hurricane heads for the region, the index can help raise red flags, particularly for local health officials and hospitals, about the risks of exacerbating the pandemic there and in counties where people may go in an evacuation.
Conversely, a county with low hurricane and flooding risks might normally be seen as a suitable location for evacuation, but if it has a high rate of COVID-19, that raises the risk for evacuees who would need to spend time in shelters, hotels, restaurants and stores.
Getting health care can also become harder during a natural disaster. Hospitals may see an influx of injuries, and wildfires and flooding can block access to critical health care facilities, damage the buildings, cut power to homes and care facilities and shut down pandemic testing locations.
Other researchers have also explored the potential for an evacuation spreading COVID-19. In a recent study of evacuation patterns and COVID-19 cases in Florida, researchers at the Union of Concerned Scientists estimated that if a Category 3 hurricane hit Southeast Florida, the difference in that region between evacuees taking shelter in communities with low coronavirus transmission rates versus those with high rates could be as high as 50,000 new COVID-19 cases.
As our research shows, preparing for and responding to the compound disaster of a natural hazard in the midst of a pandemic is an undertaking more complicated than the sum of its parts. This story was updated Aug. 27 with Hurricane Laura making landfall.
