My Opinion: Some of the "Unnatural Resources", like Mr. Aliyev himself, are also the "gift of God", from the Soviet KGB to the Russian - Azeri - Jewish Mafia. He is indeed the PetroCrat ("PetroCat" sounds better, and the PlutoCrat sounds perfect) of the PetroState, just like Putin. 

USA is not a PetroState. It is not the amount of the produced petroleum that matters, it is the political system which is fueled and sustained by it.
