 Situation in Artsakh discussed during consultations chaired by President Shahramanyan

The situation created in Artsakh as a result of the complete blockade of Artsakh by Azerbaijan and the mechanisms for overcoming it were discussed during the working consultations convened by President Samvel Shahverdyan.

Other urgent issues on the solution of food problems of the population, pricing of agricultural products, distribution of vital products and others were also on the discussion agenda.

President Shahramanyan noted that the Government should take operational measures to centralize the food resources in the Republic, to organize the process of providing vital products to the population through the coupon system. “We must immediately respond to the existing grievances among the population, use all necessary measures to prevent inflation of agricultural products, regulate prices and fairly distribute the available scarce resources,” emphasized the Head of the State.

During the consultation the President also touched upon the problems of transferring civilians from Artsakh to the Republic of Armenia accompanied by Russian peacekeepers and the International Committee of the Red Cross. Samvel Shahramanyan noted that this process should be carried out under strict control conditions, transparently and in accordance with existing regulations. In that context, the Head of the State emphasized the need to create working groups.

The President gave specific instructions to the heads of the authorized bodies regarding the issues on the agenda of the consultation.

Azerbaijan Ministry of Foreign Affairs has firmly responded to US Acting Assistant Secretary of State for European and Eurasian Affairs Yuri Kim, following her statements at the Senate, Azernews reports.

"The fact that the initiator and organizer of these hearings are Robert Menendez, a pro-Armenian Senator who is notable by a traditional enmity towards our country is well-known. This person’s engagement with anti-Azerbaijani activities is based on false claims of radical representatives of the Armenian diaspora while the aforementioned Senator is charged with corruption and the investigation process is underway, once again proving that political morals means nothing to him at all.

Coming to the allegations made by Yuri Kim, US Acting Assistant Secretary of State for Europe and Eurasian Affairs not reflecting the current situation and realities in the post-conflict situation in the region are just disappointing.

These claims not only contradict the agreement on the simultaneous use of the Aghdam-Khankendi and Lachin-Khankendi roads agreed during the contacts between Ilham Aliyev, President of the Republic of Azerbaijan, and Anthony Blinken, US Secretary of State dated September 1, 2023, but also, unfortunately, contain elements of Armenia's worldwide smear campaign against Azerbaijan. Non-observance of this agreement, which is also intended to be implemented through the mediation of the US side, by Armenia and the so-called regime created by it, and groundless claims on the “blockade and humanitarian situation” are well-known to the US.

We would like to remind Ms. Kim, who claims that the war between Armenia and Azerbaijan is not over, Azerbaijan has proposed peace to Armenia based on the territorial integrity and sovereignty of both states following the Trilateral Statement signed on November 10, 2020. Bilateral negotiations on a peace treaty initiated by Azerbaijan and supported by international partners, including the United States, is a fundamental process of the post-war and post-conflict periods.

Although the war and conflict are over, unfortunately hindering peace and stability in the region, the imitation of negotiations and the continuous military-political provocations of Armenia, as it was during the almost 30-year occupation, have not ceased. In this regard, instead of denying the historical opportunity after 30 years of the conflict, we believe that ending provocations committed by Armenia and, most importantly, demanding the immediate withdrawal of Armenian armed forces, which have not yet left the territories of Azerbaijan is critical and fair, and we call on the US side to act based on this position.

Referring to the notion of rights and security of “the Armenian people of Nagorno-Karabakh” while talking about the Armenian residents living in the Garabagh region within the peace treaty, containing the terminology purposefully used by Armenia to promote separatism in our territories, is against our territorial integrity and sovereignty. At the same time, this reference is disrespectful to the rights of Azerbaijanis expelled from this region as a result of Armenia's policy and action of ethnic cleansing and genocide. We would like to remind the US side that the Armenian residents currently living in the Garabagh region do not represent all segments of the population of this region.

In connection with the allegation of “military attack”, while noting that, unlike Armenia, Azerbaijan has never used force against the civilian population, on the contrary, we declared measures to be taken to reintegrate Armenian residents into our society at the national level, and despite the obstacles put by Armenia and its puppet regime, we are determined in this direction. The reintegration process is an internal affair of our country, and interference in that regard is unacceptable.

We advise the international community, including the US side not to be a part of such steps that contribute to instability in the region, and not to follow baseless smear campaign of Armenia," the ministry said in a statement.

Armenian Defense Minister, U.S. Ambassador observe Eagle Partner 2023 joint exercise 16:16, 15 September 2023

YEREVAN, SEPTEMBER 15, ARMENPRESS. On September 15, Minister of Defense of Armenia Suren Papikyan, together with United States Ambassador to Armenia Kristina Kvien, First Deputy Minister of Defense- Chief of the General Staff of the Armenian Armed Forces, Lieutenant General Edward Asryan, the Deputy Chief of Staff for the U.S. Army in Europe and Africa Command, Brigadier General Patrick Ellis, the Commander of the 10th Mountain Division, Major General Gregory Anderson, and the foreign Defense Attachés and representatives accredited to the Republic of Armenia, observed the process of the Armenia-U.S. joint exercise Eagle Partner 2023 being held within the framework of preparation for participation in international peacekeeping missions in Zar Training Center of the Peacekeeping Brigade of the Ministry of Defense.

The officials observed the active phase of the practical training, the defense ministry said in a press release. Afterwards the officials were introduced to the control center of the military training, the re-equipped classrooms where plans are developed and decisions are made.

At the end of the visit, the Commander of the Peacekeeping brigade provided information on the involvement of the peacekeeping contingent of the Armenian Armed Forces in conducting peacekeeping missions in a number of countries, emphasizing that the cooperation with the peacekeepers of the U.S. army in those territories is on a high level.

The Ministry of Foreign Affairs (MFA) of Azerbaijan has accused Yuri Kim, the Acting US Assistant Secretary of State for Europe and Eurasian Affairs, of smear campaign.

The statements made by Kim do not reflect “the current situation and realities in the post-conflict situation in the region” and “contain elements of Armenia's worldwide smear campaign against Azerbaijan," said Aykhan Hajizada, spokesperson of the Azerbaijan MFA, in a statement.

According to him, these views contradict the agreement on the simultaneous use of the Akna (Aghdam)-Stepanakert and Lachin-Stepanakert roads, which was allegedly reached between President of Azerbaijan Ilham Aliyev and US Secretary of State Antony Blinken on September 1.

The Azerbaijani official added that "Non-observance of this agreement, which is also intended to be implemented through the mediation of the US side, by Armenia and the so-called regime created by it, and groundless claims on the ‘blockade and humanitarian situation’ are well-known to the US.”

Further Deepening Rift With Moscow, Pashinyan Says Russian Peacekeepers ‘Failed their Mission’Calls for Ratification of International Criminal Court Treaty

Prime Minister Nikol Pashiyan told Politico Europe that Armenia cannot rely on Russia for protection, further deepening the rift between Moscow and Yerevan. He also said that the Russian peacekeepers “failed in their mission” in Artaskh. While addressing parliament on Wednesday, Pashinyan said he was confident that the legislature will completely ratify the treaty on the International Criminal Court, known as the Rome Statute.

Pashinyan, whose office published the transcript of the interview (see below), reiterated his earlier position that the Ukraine war has impacted Russia’s capabilities in the Caucasus region.

“As a result of the events in Ukraine, the capabilities of Russia have changed,” Pashinyan told Politico, saying that Moscow was seeking to avoid alienating Azerbaijan and its close ally Turkey.
