Russia appeared to open the door Monday to a diplomatic resolution of the deepening Ukraine standoff, as the United States said it believed Vladimir Putin had yet to make a final decision on invading the ex-Soviet state.
While Russia said it was ending some military drills, signalling a possible easing of the crisis, in Washington the alert level remained high -- with a top official calling the threat of invasion "more real than ever before."
As speculation mounted that Russian troops massed on the Ukraine border could launch an attack this week, German Chancellor Olaf Scholz was due in Moscow on Tuesday for talks with the Russian president -- the latest in a series of visits by European leaders aimed at avoiding a full-blown conflict.
Previous visitors have been given short shrift by the Russian leader and his top aides, who have consistently argued that the current crisis is the result of the United States and western Europe ignoring Moscow\'s legitimate security concerns.
But a carefully choreographed meeting Monday between Putin and his foreign minister, Sergei Lavrov, seemed to signal a change in tone, with the latter stressing there was "always a chance" for agreement with the West over Ukraine.
Exchanges with leaders in European capitals and Washington showed enough of an opening for progress on Russia\'s goals to be worth pursuing, he told Putin.
"I would suggest continuing," Lavrov said in televised remarks. "Fine," Putin replied.
At the United Nations, Secretary-General Antonio Guterres insisted "there is no alternative to diplomacy," and warned that abandoning such an approach in favor of confrontation would equate to "a dive over a cliff."
As the Russian remarks were seized on by some as offering hope of a de-escalation, the Pentagon said Moscow\'s forces on the border with Ukraine were still growing, "to well north of 100,000."
Pentagon spokesman John Kirby said Washington still did not believe Moscow had made a final decision on whether to invade.\xc2\xa0
But the United States said it was joining other nations in relocating its Kyiv embassy to the western city of Lviv, in light of the "dramatic acceleration" of the buildup.
"It is a distinct possibility, perhaps more real than ever before, that Russia may decide to proceed with military action, with new Russian forces continuing to arrive at the Ukrainian border," State Department spokesman Ned Price told reporters.
Scholz to Moscow
As Western intelligence officials warned that Wednesday could mark the start of an invasion, Ukrainian President Volodymyr Zelensky appeared to dismiss the suggestion in a video address to the nation announcing the day would be marked as "Unity Day."
"They tell us that February 16 will be the day of the invasion. We will make this into Unity Day," Zelensky said -- urging his fellow countrymen to fly the national flag in defiance.
Western leaders consider the Russian troop build-up to be the worst threat to the continent\'s security since the Cold War, and have prepared a crippling package of economic sanctions in response to any attack on Ukraine -- although Moscow has repeatedly said it has no such plans.
Recent Russian military exercises, including with Belarus, where the US said Moscow had dispatched 30,000 troops for more than a week of drills, further raised concerns -- although Russian Defence Minister Sergei Shoigu told Putin Monday that some of the drills were "ending."
During a news conference in Kyiv with Zelensky, Scholz said there was "no reasonable justification" for the build-up of troops, vowing Berlin and its allies would maintain support for Ukraine\'s security and independence.
Speaking alongside Scholz, Zelensky meanwhile repeated that joining the NATO alliance would guarantee Ukraine\'s survival -- a key sticking point in negotiations between Russia and the West.
But as he prepared to head to Moscow, Scholz appealed to Russia to take up "offers of dialogue."
Germany already plays a central role in efforts to mediate in eastern Ukraine, where a gruelling conflict with Russian-backed separatists has claimed more than 14,000 lives.
Germany\'s close business relations with Moscow and heavy reliance on Russian natural gas imports have however been a source of lingering concern for Kyiv\'s pro-Western leaders and US President Joe Biden\'s administration.
\'Digging trenches\'
While waiting for diplomacy to bear fruit, on the front line separating Kyiv-held territory from areas controlled by Moscow-backed insurgents in the east, underprivileged children in the care of church groups were helping with war preparations.\xc2\xa0
"We are digging trenches that Ukrainian soldiers could quickly jump into and defend in case the Russians attack," 15-year-old Mykhailo Anopa told AFP.
In Moscow, Russians showed no appetite for war.
"People in the West do not understand that we are one people," Pavel Kuleshov, a 65-year-old pensioner, told AFP, referring to Russians and Ukrainians. "Nobody wants a civil war."

MOSCOW/KYIV (Reuters) -Russia suggested on Monday that it was ready to keep talking to the West to try to defuse a security crisis in which it has massed a huge force within striking distance of Ukraine, while a Ukrainian official said Kyiv was prepared to make concessions.
In a televised exchange, President Vladimir Putin was shown asking his foreign minister, Sergei Lavrov, whether there was a chance of an agreement to address Russia\xe2\x80\x99s security concerns, or whether it was just being dragged into tortuous negotiations.
Lavrov replied: \xe2\x80\x9cWe have already warned more than once that we will not allow endless negotiations on questions that demand a solution today.\xe2\x80\x9d
But he added: \xe2\x80\x9cIt seems to me that our possibilities are far from exhausted...At this stage, I would suggest continuing and building them up.\xe2\x80\x9d
Washington has said Russia could invade Ukraine \xe2\x80\x9cany day now\xe2\x80\x9d, and British Prime Minister Boris Johnson on Monday called the situation \xe2\x80\x9cvery, very dangerous\xe2\x80\x9d.
Russia has positioned more than 100,000 troops near to Ukraine\xe2\x80\x99s borders but denies planning to invade, accusing the West, which has sent a flurry of officials to Moscow and Kyiv, of hysteria.
Western countries have already promised sanctions on an unprecedented scale if Russia does invade, and the Group of Seven large Western economies (G7) joined the chorus by warning of \xe2\x80\x9ceconomic and financial sanctions which will have massive and immediate consequences on the Russian economy\xe2\x80\x9d.
Ukraine\xe2\x80\x99s ambassador to Britain backtracked on remarks suggesting that Kyiv would reconsider its attempt to join NATO - one of Russia\xe2\x80\x99s primary concerns - but did say that other concessions could be on offer.

\xe2\x80\x9cWe are not a member of NATO right now and to avoid war we are ready for many concessions, and that is what we are doing in conversations with the Russians,\xe2\x80\x9d he told the BBC in a clarification.
\xe2\x80\x9cIt has nothing to do with NATO, which (membership application) is enshrined in the constitution.\xe2\x80\x9d
The Kremlin said that Ukraine renouncing its aspiration to join the Western military alliance would significantly help address Russia\xe2\x80\x99s concerns.
Moscow has made clear it sees the former Soviet republic\xe2\x80\x99s quest for closer ties with the West, notably through NATO, as a direct threat.
Eight years ago, mass protests on Kyiv\xe2\x80\x99s Maidan square in favour of closer integration with the West forced out pro-Russian president Viktor Yanukovych.
Faced with the ascendancy of pro-Western politicians promising to advance democracy and fight corruption just across its border, Russia captured and then annexed Ukraine\xe2\x80\x99s Crimean peninsula, home to the Russian Black Sea fleet.
It also supported pro-Russian rebels who have seized part of Ukraine\xe2\x80\x99s industrial, largely Russian-speaking east in a war that is still adding to its toll of more than 14,000 lives lost.
Monday\xe2\x80\x99s talk of diplomatic efforts continuing brought the price of crude oil down off the seven-year highs it had hit earlier amid concerns that sanctions would disrupt exports from Russia, a major producer, in an already tight market. [O/R]

Sanctions could ultimately rebound on Western powers, which rely heavily on Russia for energy supplies, notably gas, as well as other raw materials.
ECONOMIC DAMAGE
Ukraine is already suffering economic damage from the standoff.
A surge in the price of 5-year credit default swaps on Ukrainian sovereign bonds suggested that markets gave Kyiv a 42% probability of defaulting.
Ukraine International Airlines, Ukraine\xe2\x80\x99s biggest airline, said its insurers had terminated cover for at least some of its aircraft on flights in Ukrainian airspace.
Lavrov told Putin the United States had put forward concrete proposals on reducing military risks, but that responses from NATO and the European Union - which has been at pains not to let Moscow divide its members - had not been satisfactory.
An EU official, who asked not to be named but has spoken to Putin by phone in the past, said the EU was looking at alternative sources of energy in case Russia cut off supplies.
\xe2\x80\x9cRussia is trying to demonstrate that it is the policeman in the region,\xe2\x80\x9d the source said. \xe2\x80\x9cThe criticism by Moscow against Ukraine is this idea that the people made a choice for liberal democracy, values, principles and freedoms.\xe2\x80\x9d
German Chancellor Olaf Scholz held talks in Kyiv with President Volodymyr Zelenskiy, to be followed on Tuesday by a meeting with Putin in Moscow.

Nach seinem Kurzbesuch in Kiew setzt Bundeskanzler Olaf Scholz seine Bemühungen um eine Entschärfung der Ukraine-Krise am Dienstag in Moskau fort. Im Kreml trifft er Russlands Präsident Wladimir Putin erstmals zu einem langen Vier-Augen-Gespräch, für das mehrere Stunden angesetzt sind. Formal handelt es sich um einen Antrittsbesuch des Kanzlers in einer Zeit, in der die deutsch-russischen Beziehungen auf dem Tiefpunkt sind. Die Ukraine-Krise dürfte bei dem Gespräch aber alle bilateralen Konflikte zwischen Berlin und Moskau überlagern.
Scholz hatte bereits bei seinem Besuch am Montag in Kiew erklärt, dass er bei Putin für eine Deeskalation in der Krise werben wolle. Der Aufmarsch von Zehntausenden russischen Soldaten entlang der ukrainischen Grenze sei «nicht nachvollziehbar», meinte der SPD-Politiker. Zugleich warnte er Russland erneut vor einem Überfall auf die Ukraine und betonte, dass die EU und die USA für diesen Fall harte Reaktionen vorbereitet hätten.
US-Präsident Joe Biden hatte beim Antrittsbesuch des Kanzlers in Washington erklärt, dass das Aus für die Ostseepipeline Nord Stream 2 dazu gehören würde. Scholz nennt die Gasleitung dagegen nicht ausdrücklich als Sanktionsinstrument und spricht lediglich davon, dass «alle Optionen auf dem Tisch» seien. Den Pipeline-Namen Nord Stream 2 hat er seit Mitte Dezember öffentlich nicht mehr in den Mund genommen.
Deutsch-russische Beziehungen auf dem Tiefpunkt
Als Kanzler steht Scholz nun vor einem schwierigen Wiedersehen mit dem Kremlchef in einer Zeit, da das Verhältnis zwischen Deutschland und Russland gespannt ist wie seit Jahrzehnten nicht mehr - auch ohne die Ukraine-Krise. Der Anschlag mit dem chemischen Kampfstoff Nowitschok auf den Putin-Gegner Alexej Nawalny, der nach seiner Genesung in Deutschland in einem russischen Straflager inhaftiert wurde, vergiftet das Verhältnis beider Länder.
Als einen Schlag für die zivilgesellschaftlichen Beziehungen kritisiert die Bundesregierung auch die Schließung deutscher Nichtregierungsorganisationen in Russland. Deshalb ist auch der einst von Kanzler Gerhard Schröder und Putin ins Leben gerufene Petersburger Dialog eingefroren.

Государственная Дума РФ рассматривает вопрос о статусе Донецкой Народной Республики и Луганской Народной Республики в ходе пленарного заседания в Москве, так как ранее вышли два проекта постановления об обращении к президенту. Вопрос об обращении к президенту будет рассматриваться по результатам рейтингового голосования. По словам Председателя Государственной Думы Вячеслава Володина, первая редакция постановления допускает немедленное направление текста президенту. Второй «направляется в МИД России и другие госструктуры для изучения и отзывов, после чего можно будет вернуться к его рассмотрению.
