It looks like the attempt at the intimidation by the Russian Mob.
And it also fits the pattern and the style of the similar previous episodes.
Their criminal message may be: "We know all of you, all your names, and all your activities, schedulas, and assignments. We can take you out selectively, at our will. Get ready!"
Very sad. Smart and decisive measures are needed to protect the police officers.
