Leader is the SPIRIT and the embodiment of the Nation, in Russia especially. Vladimir Putin is tired and sick man, after 20 years in power, and so tired and sick is his country. He lost the ability to govern effectively, and tends to rely more and more on the administrative State powers, to protect himself. He performs mostly the representative functions, which is very much the actor's job.
The real mover and shaker behind the scenes is Sergey Ivanov, the RF Security Council Controller.
Putin serves the role of unifier of the different factions and interests, including the Organized Crime. The State and Mob structures continue to merge. This appears to be the abnormal situation, more and more, and the links of these abnormalities got spilled over into the US political and social lives, manifesting themselves in the Capitol Riot, the attempts at interference in Elections 2016 and 2020, which were amply documented in various official US reports, etc., etc..
It seems to me that it will be beneficial for both Russia and the World if Sergey Ivanov, Dmitriy Medvedev, or Sergey Shoigu assume the burdens of the formal governing powers in Russia.
They are relatively free from the ties to the Mob, and the change of leadership, long overdue, should have some sanitizing effect.
I also think that whatever can be done, should be done to promote the healthy changes in Russia, and by extension, in the world.
