COVID-19 clusters in NYC growing at an alarming rate
The outer-borough COVID spike is growing. City Hall revealed late Wednesday that the major southern Brooklyn coronavirus outbreak cluster now spans from Brighton Beach all the way to eastern Crown Heights as officials added a slew of new neighborhoods to the list of those witnessing concerning spikes in COVID test rates. Central Queens and Far Rockaway also recorded coronavirus- infection rates of between 3 percent and almost 7 percent based on a two week rolling average thats continuing to drive the citywide infection rate past 3 percent. Five ZIP codes in Brooklyn and Queens that were already on the citys COVID hot-spot watchlist now with 10 neighborhoods showing infection rates higher than 3 percent all saw spikes over a 24-hour period: Borough Parks positive infection rate is at 6.51 percent, up 0.28 percent from Tuesdays data. Bensonhurst/Mapleton saw a 0.26 percent increase over the same period, bringing the neighborhood to a 6.31 percent average infection rate. Gerritsen Beach/Homecrest/Sheepshead Bays infection rate is recorded at 4.13 percent, up 0.08 percent, and Kew Gardens Hills/Pomonok is at 3.68 percent also an increase of 0.08 compared with the previous day. A new neighborhood Fresh Meadows/Hillcrest was added to Gothams hot-spot list, with a 3.08 percent infection rate an increase of 0.22 increase from the day before. Meanwhile, Edgemere/Far Rockaway, Gravesend/Homecrest, Midwood, Flatlands, Kew Gardens saw slight declines in their positive-infection rates, although they alarmingly remained above the citys 3 percent threshold. Those 10 areas account for 27.5 percent of Gothams new virus cases over the past two weeks, despite having only 7.5 percent of the citys overall population. City health officials also added a new category for communities with virus upticks hovering between an average of 2 percent and 3 percent. They include Williamsburg, Crown Heights East, Bedford-Stuyvesant West/Clinton Hill/Fort Greene and Hillcrest/Jamaica Estates/Jamaica Hills. see alsoViral videos and firsthand reporting by The Post give witness to maskless gatherings and large crowds, despite continuous pleas by Mayor Bill de Blasio and Gov. Andrew Cuomo for New Yorkers to practice social distancing and don face coverings. De Blasio has also threatened to rollback progress in certain areas if noncompliance persists, and even close public schools should positive infection rates persist above 3 percent on a seven day rolling average. The clusters several home to members of the Orthodox Jewish community have drawn ire from Gov. Andrew Cuomo who said he spoke with Jewish leaders Wednesday. I spoke to the leaders of the Orthodox community this morning and we had a good conversation, Cuomo told reporters during a late-morning conference call. Were nowhere near herd immunity, he seethed, listing eight hotspots in Brooklyn and Queens have also landed themselves on a statewide list tracking New Yorks top ten zip codes seeing COVID-19 spikes. Cuomo slammed local governments without naming Mayor de Blasio but he did complain that compliance enforcement by the state police were not enough, and he may need local police departments including the NYPD to lend officers for a special COVID compliance task force. The local governments must do compliance, he insisted. It is a state law and the localities must enforce itthey have to enforce the state law and theyre not doing it with enough diligence. Period. Theyve made it worse, not better, he criticized local officials. Cuomo has also questioned members of the NYPDs alleged refusal to wear masks, asking Tuesday: What kind of message does that send? during a phone call with reporters. see alsoWhen questioned on the topic Wednesday, De Blasio told reporters officers who flout the rule should face penalties he has brought up the issue with NYPD Commissioner Dermot Shea. Our officers should be held to the same standard as all citizens, all public standards, he said during his daily televised press conference. The state Health Department recorded a 1.2 percent positive infection rate over the last 24-hour period for New York City. The statewide average stands at 1.02 percent following 97,960 tests performed and 1,000 recorded as positive. There were nine deaths in the Empire State, as well as 605 individuals hospitalized, 144 patients admitted to the ICU and of that group, 67 were intubated. Additional reporting by Nolan Hicks

Trump, Biden get nasty in first presidential debate
Good morning and welcome to Fox News First. Here's what you need to know as you start your day ... The first of three scheduled showdowns between Trump, 74, and Biden, 77, devolved into attacks on Hunter Biden, smarts and schoolyard name-calling. As Trump went on offense, Biden tried to shut him down by calling the president a "clown" and a "liar." Wallace scolded Trump repeatedly for not following the debate rules by interrupting and the veteran newsman often played the role of a wrestling referee rather than a moderator. "Gentlemen, I hate to raise my voice, but why shouldnt I be different than the two of you?" Wallace said. The president touted his record in the White House on boosting the economy and how he handled the pandemic, proclaiming: "There has never been an administration or president who has done more than I've done in a period of three and a half years, and that's despite the impeachment hoax." But Biden said under Trump the country has become weaker, sicker, poorer and more violent. CLICK HERE FOR MORE ON OUR TOP STORY. The extremely weak, the frail, the confused, kind of angry Joe Biden just got steamrolled by President Trump, said the Hannity host. Joe flat-out refused to answer simple, basic, fundamental questions, unable to respond to the presidents beatdowns. He appeared flustered, irritated and, well, cranky. For example, Biden avoided answering whether he supports expanding the size of the Supreme Court. The host also pointed out numerous gaffes by the former vice president, including mixing up numbers and misinterpreting questions. Hannity then charged that Biden has spent his nearly 47 years in public office lining the pockets of his own family. Despite denying it, hes wrong, Hannity said. That includes zero-experience Hunter Biden. As we have learned this week ... we have wire transfers, millions of dollars from Ukrainian, Russian oligarchs. Shopping sprees courtesy of China ... And of course the $1.5 billion deal with the Bank of China. But he denied it all. Hannity concluded by questioning if the media will ever fact-check Biden, and emphasized his nearly five decades in Washington with nothing to show for it. CLICK HERE FOR MORE. During a meeting with the city's civilian-led Police Commission, Los Angeles police Chief Michel Moore said there were 282 felony assaults against his officers this year, compared with 110 in the same period last year, figures he called "troubling." The increase represents a 156% surge in a year when police departments are under increasing pressure to institute reforms. Most of the incidents occurred during protests against police brutality and racial injustice that swept the country over the summer, Moore said. Assaults against LAPD officers basically remained unchanged from 2018 to 2019, Moore said, without citing figures. He mentioned two incidents last weekend that included an attack on one officer inside the Harbor Station in the city's San Pedro neighborhood. The 29-year-old suspect walked into the station, took the officer's gun and pistol-whipped him, Moore said shortly after the incident. #TheFlashback: CLICK HERE to find out what happened on "This Day in History." Laura Ingraham looked back on the first televised presidential debate in 1960 between Richard Nixon and John Kennedy, speaking about the cordial way they treated each other.
Mueller defends Russia probe amid criticism from top prosecutor
In a rare public statement, special counsel Robert Mueller pushed back Tuesday against criticism from one of his former prosecutors in the investigation into Russian meddling in the 2016 presidential election. The statement from Mueller was an apparent response to a much-anticipated book published Tuesday by longtime federal prosecutor Andrew Weissmann. The book, titled Where the Law Ends, offers a stinging assessment of the investigation, portraying Mueller and his top deputy, Aaron Zebley, as being too timid in their approach to probing President Donald Trump. "It is not surprising that members of the Special Counsels Office did not always agree, but it is disappointing to hear criticism of our team based on incomplete information, Mueller said. My deputy, Aaron Zebley, was privy to the full scope of the investigation and all that was at issue. I selected him for that role because I knew from our 10 years working together that he is meticulous and principled. He was an invaluable and trusted counselor to me from start to finish. Mueller went on to say that his offices mission was to follow the facts and act with integrity. That is what we did, knowing that our work would be scrutinized from all sides, Mueller said. When important decisions had to be made, I made them. I did so as I have always done, without any interest in currying favor or fear of the consequences. I stand by those decisions and by the conclusions of our investigation. In a Tuesday afternoon interview with MSNBCs Nicolle Wallace, Weissmann said he doesnt dispute much of what Mueller said in his statement. I, too, think that he operated completely out of integrity and am grateful to the colleagues I had there, Weissmann said. But Weissmann said he thought it was more important to write a book that provided the American public with a critical assessment of the special counsel investigation from an insiders perspective. It would have been easy to write a book that said everything we did was right and everything we did responded to the onslaught coming from the White house or the attorney general, Weissman said. But I was trying to write something for the American public and, frankly, for the historical record, and to try to be as candid as possible about what we did right and what we could have done better. Mueller released a 448-page report in April 2019, capping an investigation that spanned nearly two years and resulted in 34 indictments, including against several members of the Trump campaign. In his report, Mueller extensively detailed Russia's efforts to interfere in the 2016 election, multiple contacts between the Trump campaign and associates with Russians, and Trump's efforts to quash the probe. Mueller wrote that the evidence he reviewed was not enough to establish a Trump-Russia conspiracy. But on the question of whether the president obstructed justice, Mueller said he could not come to a traditional prosecutorial decision. In his book, Weissmann who led a sub-unit of prosecutors that investigated former Trump campaign chairman Paul Manafort, leading to multiple charges and a seven-year prison sentence said Mueller and Zebley shied away from pursuing a financial investigation into the president. As proud as I am of the work our team did the unprecedented number of people indicted and convicted and in record speed for any similar investigation I know the hard answer to that simple question: We could have done more, Weissmann wrote. The longtime federal prosecutor and former head of the Justice Departments criminal fraud section wrote that he was dismayed by the decision against subpoenaing the presidents financial information and his taxes. He attributed it largely to repeated threats that Trump would fire Mueller and an aversion to directly challenging the president. Weissmann wrote that he believed there were a number of threads to pull on when it came to Trumps finances including, tax fraud, foreign bribery, election fraud, bank fraud. But our office was put on notice by the White House, early on, that engaging in such a broad-based financial investigation might lead to our firing, Weissmann wrote.
