"Another shooter, positioned on a nearby water tower" could be not human but the high precision ARMED DRONE, possibly masked as a bird, JUST LIKE IN OTHER SUITABLE STRATEGIC LOCATIONS, e.g. atop the giant cranes holding the loudspeakers, etc. The drone(s) could also discharge the "bloody" paintball aimed at Trump's ear. These drones could arrive and leave undetected, from the passing cars as their bases. Given Crooks' skills with drones and their roles in modern wars (especially Russia - Ukraine War), their use here may have a special significance. Note also that SS did not have the full access to the electronic communications in the area, which might have included those between drones and their remote gunmen, Crooks one of them; he very likely used his mobile phone as drones controlling device. - "The most popular theory – supported by somewhat vague eyewitness accounts and very grainy video footage circulating online – is that another gunman was positioned on a nearby water tower.
